- Special Notice - Sole Source Posting NFFP7100-18-00611RDS ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Fluidigm Corporation of South San Francisco, CA to assist the National Marine Fisheries Service by providing Fluidigm 96.96 Dynamic Array plates for collecting genotyping data. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) Northwest Regional National Marine Fisheries Service (NMFS) requirement for Fluidigm 96.96 Dynamic Array plates. Fluidigm is the original equipment manufacturer of the EP1 genotyping instruments and is the only manufacturer of the specific Dynamic Arrays, which are the only supplies that are compatible with our existing equipment. Additionally, the Fluidigm equipment that we use is the same equipment used by all the other laboratories that we share data with. Using any other equipment would cause the data to be irreconcilable with other data from the other entities. The period of performance is from the date of award through March 31, 2018, with an option period for more dynamic arrays through March 31, 2019. The option period may or may not be exercised at the government's discretion. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
