Description
This NOTICE OF INTENT TO AWARD A NON COMPETITVE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12 in conjunction with FAR 6.3, and with the policies and procedures prescribed in Part 19.14. The Statutory authority permitting other than full and open competition is FAR 6.302-5(b)(6), Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f). NBIB Information Technology Management Office requires Business and Project Management Support. The contractor will be required to provide the necessary requirements analysis and project tracking activities to support the implementation and integration of Automated Record Checks (ARC) with NBIB automated systems for one year. The experts will continue the efforts begun under an existing contract toward NBIB Objectives as described below: 1.Expand and improve NBIB ITMO's automated testing capability and update its support infrastructure by establishing an Information Technology Infrastructure Library (ITIL) with Service Transition processes and procedures. This will contribute to the availability and reliability of NBIB IT Services and safeguard against service disruption. 2.Establish and document a standard, comprehensive and detailed Information Technology Infrastructure Library of Service Transition processes and procedures as applied to NBIB IT Services that efficiently and effectively coordinate all elements of the IT Product and System Development Life Cycle to: oCreate visibility into all resources used to support an IT Business Service; oClarify the understanding of the service transition processes that occur as the IT product moves from the development and test environments to the deploy/production environment and then into the steady state; 3.Organize, establish, and maintain an authoritative communication process that includes the delivery of scheduled project status reports customized to project participants in all areas of expertise and on all levels of project leadership throughout the product development lifecycle. The ARC projects have entered a critical phase which required this continued support for implementation. The lapse in support negatively impacted this mission critical system implementation. This vendor will continue to provide a plan to monitor, track, and document and communicate project status and the activities and processes involved in the initiation, testing and deployment of all of the five automated record checks projects. Each project will result in a separate background investigation record checks product that will operate from within the unified ARC Interface. The North American Industry Classification System (NAICS) Code for this requirement is 541611 - Administrative Management and General Management Consulting. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIRMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Jessica Guadalupe, Jessica.Guadalupe@opm.gov, within five days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made Next Generation Federal Solutions, Inc.
