Description
Notice of Intent - Sole Source For Continued Fire Shelter Material Testing The USDA Forest Service, National Technology and Development Program in Missoula, Montana, intends to award a sole source commercial contract to MYAC Consulting. The requirement is to provide continued fire shelter material testing: test protocols for testing new materials for potential improvement to the current Forest Service M-2002 (New Generation) fire shelter that requires specifically adapted test apparatuses. The test protocols are extensive and range from a small scale gas capture and analysis and material strength tests to full-scale radiant and convective tests to name a few. The contract will be a single award, firm-fixed price contract for one year. This sole source action is being accomplished in accordance with FAR Subpart 6.3. The North America Industry Classification System Code (NAICS) is 541380 and the size standard is $15 million. The Government believes that MYAC Consulting is the only known source that can satisfy the requirement for continued testing. This is not a request for competitive quotes, but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.2. Responsible firms believing they can provide the required items are encouraged to identify themselves and give written notification to the Contracting Officer referencing solicitation #12-0343-18-Q-0036; however, they must provide supporting evidence they can provide the continued testing without duplication of costs to the Government or unacceptable delays. All responses will be fully considered. If no affirmative responses are received by February 8, 2018 at 4:00 p.m. local time to the effect that a comparable source exists, an order will be placed with MYAC Consulting for the requirements stated here. Any information received will only be considered for the purpose of conducting a competitive procurement. The Government does not intend to pay for any information provided under this notice.
