- This is a Request for Information (RFI) only. This is NOT a Request for Quote / Proposal. As part of market research, 18th Contracting Squadron is seeking qualified contractors that will be able to provide an Oxygen and Nitrogen Cylinder Filling Systems (High Pressure Cylinder Filling Pumps, Vaporizers, Manifolds, and control systems). The purpose of this requirement is to modernize/replace the current system in place. See salient characteristics and additional requirements below for further information: 1. Four (4) sections of both systems (Oxygen and Nitrogen) -- a. ACD High Pressure Pump - Liquid Oxygen or Liquid Nitrogen is transferred by a hose to the pump. b. Vaporizer - Some of the Liquid Oxygen or Liquid Nitrogen returns back to the issuing tank, while the remainder goes through a vaporizer, where the Liquid is turned in to a gaseous state. c. Oxygen Manifold and Nitrogen Manifold - Once the gaseous Oxygen or Gaseous Nitrogen leaves the vaporizer, the high pressure gas goes through stainless steel Liquid Oxygen clean lines to the Oxygen or Nitrogen Manifold. Each manifold will have 20 connection points on each of the 2 sides, where the cylinders will be connected. The Nitrogen manifold must have one side with (20) CGA680 connections for filling 3,500 PSI N2 cylinders and the other side must have (20) CGA540 connections. The Oxygen manifold must have (20) CGA540 connections on each side. Once the cylinders are connected, they will be vented, evacuated to eliminate any impurities, and filled (Oxygen) and vented and filled for Nitrogen. There is a currently installed vacuum pump station for the Oxygen manifold that will be connected to the new system. d. PLC - Both Oxygen and Nitrogen manifolds will have a control panel for starting and stopping of the pump as well as to control the cylinder filling via pressure and temperature. Must have emergency stops for each pump/system. 2. Both systems have to connect to the O2/N2 purity analyzer on the oxygen and nitrogen generating plant currently in place. 3. Both systems shall be warranted for at least a year. 4. The contractor shall professionally train the requiring office on how to operate both systems. 5. The contractor shall also provide all spare parts, manuals, installation and commissioning. 6. Installation shall consist of unloading and setting equipment, connecting pre-fabricated wiring and flexible piping between tanks and vaporizers, connecting electric power. All engineering work, labor, and material to fabricate the equipment described herein in accordance with specifications shall be furnished. 7. The contractor shall perform a final inspection of the modular components prior to shipment. This inspection shall include pressure and strength & tightening tests on applicable modules; operation and validation of the control system; functional checkout of valves, electrical components and instrumentation; calibration of instrumentation. 8. The contractor shall ensure FCA incoterms 2010 delivery to Tracy, CA consolidation point.
