- REQUEST FOR INFORMATION United States Army Corps of Engineers Europe District 1.0 Description 1.1 The United States Army Corps of Engineers (USACE) Europe District (NAU) in support of Defense Logistics Agency Energy (DLA Energy) is seeking information on how an interested contractor could provide maintenance, inspection, repair, safety, and environmental protection of Government aviation and ground fuel facilities on a firm fixed price basis. Repairs will be provided on a scheduled and unscheduled basis. In particular, the Government wishes to solicit industry best practices and methodology as to how to accomplish unscheduled repairs that are unknown at the time of contract award through the use of work orders on a firm fixed price basis. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background USACE NAU has a requirement to support the DLA Energy need for recurring maintenance and repair services on fuel systems for piping, tanks, separators, distribution support facilities, and dispensing units at bulk and retail government fuel facilities throughout the European Command (EUCOM) Area of Responsibility (AOR). The project sites are located at multiple Department of Defense (DoD) Garrisons and Installations throughout the EUCOM AOR. The Contractor shall maintain systems on fuel facilities in order to provide compliance with code, criteria, and regulations. Fuel systems mean an underground or aboveground storage tank, connected piping, containment systems, ancillary equipment and appurtenances. The proposed contract will focus heavily on preventative maintenance, but will also allow for service call repairs and upgrades as needed. A high level summary of the required functions include: a. Maintenance Maintenance tasks are primarily funded by DLA Energy in accordance with the DoD Regulation 4140.25-M Chapter 8. Maintenance tasks will be defined as recurrent, periodic or scheduled work to preserve a facility by preventing its deterioration. For the purposes of this program, periodic facility inspections will provide scheduled recurring maintenance and identify any deficiencies. b. Inspection Inspection tasks may include facility inspections spanning the entire facility or inspections of individual facility assets included in the Real Property inventory. Required inspections include, but are not limited to, fuel storage tanks, pipelines, filter separators, oil water separators, dispensers, containment areas, canopies, routine maintenance inspections, safety inspections, and certifications required by applicable Host Nation authorities. c. Repair Repair tasks may include repair of individual fuel facility components and real property and may consist of repair by replacement of components or complete systems. Repairs will be conducted to bring the facilities back into operational status or to bring facilities into current code compliance. Repairs do not consist of construction or replacement of entire facilities. 3.0 Responses 3.1 Interested parties are requested to respond to this RFI with a white paper. 3.2 White papers in Microsoft Word for Office 2000 compatible format are due no later than 06 February 2018 16:00 Central European Time (CET). Responses shall be limited to 5 single-sided pages for Section 2 and submitted via e-mail only to the Contract Specialist, Ryan Gregory, ryan.k.gregory@usace.army.mil and the Contracting Officer, Robin Prince, robin.g.prince@usace.army.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 3.3. Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 3.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 3.3.2. Recommended contracting strategy. The number of pages in Section 1 of the white paper shall not be included in the 5-page limitation, i.e., the 5-page limitation applies only to Section 2 of the white paper. 4.0 Industry Discussions NAU representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 5.0 Questions Questions regarding this announcement shall be submitted via Bidder Inquiry in ProjNet at http://www.ProjNet.org/ProjNet. As noted below, offerors shall not submit their proposals via ProjNet. Offerors shall submit their proposals in accordance with the provisions stated in the solicitation. Specific Instructions for ProjNet Bid Inquiry Access: 1. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen. 2. Identify the Agency. This should be marked as USACE. 3. Key. Enter the Bidder Inquiry Key listed above. 4. Email. Enter the email address you would like to use for communication. 5. Select Continue. A page will then open stating a user account was not found and will ask you to create one using the provided form. 6. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. 7. Select Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system. Specific Instructions for Future ProjNet Bid Inquiry Access: 1. For future access to ProjNet, you will not be emailed any type of password. You will utilize your Secret Question and Secret Answer to log in. 2. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen. 3. Identify the Agency. This should be marked as USACE. 4. Key. Enter the Bidder Inquiry Key listed above. 5. Email. Enter the email address you used to register previously in ProjNet. 6. Select Continue. A page will then open asking you to enter the answer to your Secret Question. 7. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. From this page you may view all inquiries or add an inquiry. Inquirers will receive an acknowledgement of their question via email, followed by an answer to their question after it has been processed by our technical team. Inquirers are requested to review the information in its entirety and to review the Inquiry System for answers to questions prior to submission of a new inquiry. The call center operates weekdays from 8AM to 5PM U.S. Central Time Zone (Chicago). The telephone number for the Call Center is 800-428-HELP. Verbal questions will NOT be accepted. The Government does not guarantee that questions received after 25 January 2018 will be answered. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the requested information above. The information provided in the RFI is subject to change and is not binding on the Government. NAU has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
