- NASA/NSSC has a requirement for Gamma Irradiation Characteristics, Scope, and Specs: The contractor shall expose the provided meteorite, meteorite and Mars analogue samples flamed sealed in glass test tubes to gamma radiation. Gamma radiation shall be applied incrementally for a total dose of up to 4 MGy (with increments of 0.5 MGy or 1 MGy pending on the specific sample set as discussed with PI Pavlov). The contractor shall provide a data file that contains data on the uniformity of samples irradiation and temperature during irradiation. Objective/Requirements: The contractor will contact the customer with progress reports on the status of the sample exposures via email. Samples have to remain sealed in test tubes throughout irradiation. After irradiation samples have to be stored in the secure storage place to avoid the possibility of breaking the seal. The contractor will return the exposed samples to Dr. Pavlov in person after samples will be exposed to all the radiaton incremental dosages (0.5 MGy, 1 MGy, 1 MGy, 2 MGy, 3MGy, 4 MGy). Deliverables or Delivery Schedule: Irradiated samples and associated data files shall be delivered by March 18, 2018. The estimated period of performance or lead-time for delivery is March 18, 2018. NASA/NSSC intends to issue a sole source contract to Pennsylvania State University 201 Old Main, University Park, Pennsylvania 16802-1505 under the authority of FAR 13.106-1(b)(1)(i). RSEC provides a unique service which is not available at any other radiation facilities in US. Specifically, our NASA project requires irradiation by both neutron and gamma as specified in the proposal and it is highly beneficial that both sources are located at the same facility (RSEC). NASA/NSSC will be the procuring center for this effort. Performance will be located Pennsylvania State University. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 541330. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on February 7, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
