- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY The Naval Air Warfare Center Aircraft Division (NAWC-AD) intends to enter into sole source negotiations with and subsequently award a Firm Fixed Price (FFP) and Cost contract modification to Omega Aerial Refueling Services, Inc. (Omega) for an additional six (6) months of support from 9/27/2018 to 3/26/2019) pursuant to the terms and conditions of FAR Clause 52.217-8 Option to Extend Services. This modification of the existing contract N00019-13-D-0010, which was awarded on a sole-source basis will result in the addition of the following new Contract Line Item Numbers (CLINs): 0501 Flight Minute - Minimum (52,500 minutes), 0502 Flight Minute - Maximum (51,250 minutes), 0504 Fixed Cost - Monthly (6 months), 0505 Administrative / Technical Data (Not Separately Priced), 0506 Government Furnished Equipment (GFE) Installer / Maintainer (14,500 minutes), 0507 Pilot / Aircrew Non-Flying (21,375 minutes), 0508 Pilot Captain Non-Flying (70,000 minutes), 0509 1st Officer / Flight Engineer (126,000 minutes), 0510 Travel / Per Diem and Materials / Shipping. This acquisition, which provides Contracted Air Services (CAS) of contractor owned and operated aircraft to United States Navy (USN) Fleet customers for air-to-air refueling (AAR) of approved USN and other aircraft capable of AAR will be pursued on a sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Please be advised that a competitive follow-on effort and competitive procurement is forthcoming. Omega is the only AAR source which owns approved aircraft with Navy Interim Flight Clearances and Airworthiness Certificates that can continue performance of AAR missions without an unacceptable delay or interruption to the Fleet. This support is critical to provide AAR Services to USN Fleet and Test & Evaluation community. This notice is for informational purposes only.
