- I. SUBMISSIONS No hand-carried or hand-delivered proposals to NIST buildings 22 or 111 or the Visitor's Center will be accepted. Electronic (e-mail, facsimile, etc.) submissions are not authorized. Packages shall be sent by commercial carrier. The package must be plainly marked ON THE OUTSIDE OF THE COMMERCIAL CARRIER'S ENVELOPE with the Solicitation number, date, and time set forth for receipt of offers as indicated in this Request for Qualification Number NB196000-17-04758 - NIST Boulder Campus, A-E Design Services and PCAS for Building 1 Renovation, Wings 4, 5, and Partial Spine. Submissions must be received at the address shown below no later than 8:00 AM, Local Time on September 18, 2017, in order to be considered. This notice is intended to provide sufficient information for preparation of a Standard Form 330 (SF-330). All firms that respond must submit their SF-330 based on information contained in this notice and should not contact U.S. Department of Commerce (DOC) - National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) officials by facsimile, by telephone, or in person to request additional information. At this time, USPS, FedEx, and UPS are just a few commercial carriers that provide express delivery to the office listed below. OFFERORS MUST REQUEST THESE ATTACHMENTS FROM THE CONTRACTING OFFICER by emailing meelondrell.lumpkin@nist.gov to obtain a CD-ROM with the email subject line RFQ NB196000-17-04758 - A-E Design B1R, Wings 4, 5, & Partial Spine. A valid physical street address is required - a P.O. Box address is not authorized. IV. QUESTIONS/REQUEST FOR INFORMATION All contractual and technical questions must be submitted on the ATTACHMENT 4, Question & Answer/Request for Information Log and emailed to Contracting Officer at meelondrell.lumpkin@nist.gov no later than 8:00 AM, Local Time before Wednesday, August 23, 2017 before the site visit and Wednesday, September 6, 2017 before the RFQ closes. Telephone questions WILL NOT be accepted. Questions submitted after September 6, 2017 may not be addressed due to time constraints. V. SITE VISIT Meeting location and parking - Interested parties shall check in at the NIST front gate Visitor's Center to obtain a visitor's badge. The meeting location will be the main entrance of Building 1. Contractors shall await escort to a conference room from MeeLondrell Lumpkin. The Visitor's Center will provide a map with instructions on how to find the main entrance of Building 1 along with parking information. Parking is limited on campus. You are encouraged to carpool or take public transportation. The NIST site can be reach by public transportation, Regional Transportation District (RTD), via route stop 27th Way / Broadway (#33789). For other route information see RTD Schedules and Fares & Passes at http://www.rtd-denver.com. Walking will be required. Interested parties should plan that the site visit tour will be primarily done by walking the site. Personal protective equipment is required and will not be supplied by NIST. Individuals requiring any special accommodations shall notify the Contract Officer of their need by Friday, August 29, 2017 at 1:00 PM Local Time. Additional site visits regarding this project are not anticipated at this time and the clause at FAR 52.237-1 Site Visit (Apr 1984) applies. The site visit will be conducted to walk the space and offer an opportunity for communication between Government and Industry regarding the NIST Boulder Campus A-E Design Services and PCAS for Building 1 Renovation, Wings 4, 5, and Partial Spine project described in the FedBizOpps sources sought announcement number NB196000-17-04758 (formerly NB196000-17-01753). Photos will be allowed in specified areas. All questions received will be answered and issued to all prospective Offerors on FedBizOps. It is the Offeror's responsibility to check FedBizOps website often for amendments/changes/notifications, etc. for this RFQ. The site visit is scheduled to be conducted on Tuesday, August 29, 2017 at 8:00 am Mountain Time and will last no more than 3 hours. The address for NIST is: 325 Broadway Boulder, CO 80305 Interested parties s hall meet at the main entrance of Building 1 at NIST and await escort to a conference room from MeeLondrell Lumpkin. Parking information and instructions to locate the Building 1 main entrance will be available upon registration at the front gate Visitor's Center. Interested parties shall familiarize themselves with the NIST Boulder visitor information http://www.nist.gov/public_affairs/visitor/boulder-visitor-info.cfm and the Real ID Act of 2005 requirements. Interested parties should allow enough time for visitor badging procedures in order to be escorted to the meeting location promptly at 8:00 AM. The average visitor badging processing time could be as long as 30 minutes. Contractors arriving late will not be allowed access. RSVP is required for attendance of the site visit. This site visit is not mandatory but interested parties are highly encouraged to attend. Interested parties planning on attending the site visit shall notify the Contract Officer, MeeLondrell Lumpkin, via email at meelondrell.lumpkin@nist.gov no later than 1:00 PM, Monday, August 28, 2017 with ATTACHMENT 5 - VISITOR NOTIFICATION FORM. This form shall be typed. All visitors shall submit present photo identification and vehicle registration information, if driving onto the campus, upon arrival in accordance with the REAL ID Act of 2005 at the Boulder's campus visitor's gate before being escorted onto the Boulder campus. THIS IS NOT A REQUEST FOR PROPOSAL. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE AT THIS TIME. This is a request for SF-330 s Architect-Engineer Qualifications packages only.
