Description
SOURCES SOUGHT NOTICE The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition for rental of a Shielded Shipping Cask and Transportation Service for an Energy Solutions PL14‑195 High Integrity Container (HIC) containing Low Level Radioactive Waste (LLRW) from PSNS & IMF, Bremerton, WA to US Ecology Washington Inc. facility at Hanford Reservation, Richland, WA. The primary North American Industry Classification System (NAICS) code is 484230 and the Small Business size standard is $27.5M. It is anticipated that the Request for Quote (RFQ) will be posted on 7FEB2018. The resulting contract is anticipated to be a Firm-Fixed Price contract type. Disclaimer: This is a SOURCES SOUGHT announcement. This notice is for market research purposes only and IS NOT A REQUEST FOR QUOTE nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Any information submitted by respondents to this technical description is strictly voluntary. The Government intends to set-aside this acquisition to small businesses. As a result, the Government is performing market research to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition. REQUIREMENT INFORMATION (Note: Following is brief description of requirement. Full specification will be provided in the Statement of Work (SOW) with the solicitation.) - Shielded Shipping Cask Rental: The shipping cask must be a top-loading cask capable of transporting a single PL14‑195 High Integrity Container (HIC). The cask shall meet the US DOT specification 7A, Type A packaging requirements of Title 49 Code of Federal Regulations. - Transportation Service: The transportation trailer must be designed to carry the fully loaded shipping cask, which weighs 57,350 lbs; bed height of 60 inches; current Washington State Commercial Vehicle Safety Alliance (CVSA) level 1 inspection for the cask transportation trailer within 1 week of delivering the trailer to PSNS & IMF. Scope. The contractor shall provide: 1) Rental of Shielded Shipping Cask for a PL14-195 High Integrity Container (HIC) containing Low Level Radioactive Waste (LLRW), 2) Transportation Service of the loaded cask from PSNS & IMF, Bremerton, WA to US Ecology Washington Inc. facility at Hanford Reservation, Richland, WA; and 3) return of unloaded/empty cask. Period of performance. The cask and shipping trailer will spend approximately one month and-a-half at PSNS & IMF while being loaded with a PL14-195 HIC and two weeks in transport between PSNS & IMF and the US Ecology; shipping cask and transportation trailer will be required between March 2018 and May 2018. CAPABILITY STATEMENT SUBMISSION REQUIREMENTS: Interested firms should submit Capability Statement describing relevant demonstrated experience and qualifications to Mr. Isabelito M. Capability statement shall be in following format: Font Times New Roman, size 12; 8 X11 paper size; no more than 5 pages one-sided when printed; in Microsoft Word or PDF format.
