Description
PWS NOTIFICATION TO SOLE SOURCE The Defense Human Resources Activity (DHRA) intends to award a sole source contract to Rape, Abuse & Incest National Network (RAINN), 1220 L St. NW/ Suite 505, Washington, DC/ 20005. This contract will be awarded in accordance with 10 U.S.C.2304(c) (1), as implemented by FAR 6.302.1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance will include a 12-month base period and four 12-month option periods. The Defense Human Resources Activity (DHRA) requires support services for the Department of Defense (DoD) Safe Helpline. The Safe Helpline is a secure national sexual assault online and telephone customized hotline that provides crisis intervention tailored to the unique needs of military sexual assault victims for members of the DoD community and Service members. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated in the attached Performance Work Statement (PWS) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. See attached PWS for a description of the requirement. Response Date: 11:00 a.m. Eastern, February 2, 2018.
