Description
DRAFT RFP W9128F18R0012 - PROPOSALS ARE NEITHER REQUESTED NOR WILL BE ACCEPTED IN RESPONSE TO THIS DRAFT RFP. Please DO NOT submit proposals (capability statements, etc.) in response to this DRAFT RFP. A formal RFP under the same solicitation number will be released at a later date yet to be determined. Please review this DRAFT and submit any questions or comments via ProjNet as part of the Bidder Inquiry per instructions included in this DRAFT RFP. Am 0001 - The ProjNet key for this DRAFT RFP is: 4BGT8T-FBG6M6 ------------------------------------------------------------------------------------------------- The scope of this DRAFT RFP contains work that involves construction, rehabilitation and replacement of cranes, hoists and lifting devices. Work will consist of design-build (D-B)/design-bid-build (D-B-B) projects at hydropower, navigation, and flood risk management facilities located within the Northwestern Division's (NWD) Civil Works Area of Responsibility. The Northwestern Division maintains 29 hydropower projects, 10 lock (navigation) projects, and 82 flood risk management projects throughout the NWD, with a preponderance of these sites located on the Columbia River, Missouri River and Snake River. The work shall be in accordance with RFP documents issued within this solicitation. Competition for this contract will be full and open. The North American Industry Classification System (NAICS) code is 238290 (Other Building Equipment Contractor), with a corresponding small business size standard of $15M. 1.1. GENERAL DESCRIPTION OF WORK The purpose of this Multiple Award Task Order Contract (MATOC) is to execute construction, rehabilitation and replacement D-B/D-B-B projects for Civil Works project sites located within Northwestern Division's AOR. The MATOC will be awarded with a 5-year base period. The aggregate value of all task orders awarded under this MATOC will not exceed $99,900,000. As requirements develop, RFPs for projects will be issued under individual Task Orders. Task Orders will be firm-fixed price and negotiated to obtain a fair and reasonable price. Individual Task Orders contemplated under this solicitation may range from $150,000 to $20,000,000. Estimated projections to maintain the Government's equipment indicates that the majority of task orders issued were in the range of $3,000,000 to $6,000,000. The Government intends utilize a seed project in which the first task order may be awarded to the firm presenting the best value to the Government. A sample or seed design-build project will be presented in Phase 2. If the Government provides a seed project, it is subject to the availability of funding, and may be converted to a sample project. 1.2. TYPES OF PROJECTS The primary types of various cranes and equipment with large tonnage capacities at USACE operated hydropower, navigation and flood risk management facilities. The preponderance of the work includes: * Overhead Bridge Cranes (typical capacity may range from 15 tons to 600 tons) * Overhead Gantry Cranes (typical capacity may range from 15 tons to 480 tons) * Underhung Monorail Cranes (typical capacity may range from 5 tons to 25 tons) Other Crane Replacement and Rehabilitation may also include, but not limited to: * Navigation Cranes * Derrick Cranes (typical capacity may range from 10 tons to 200 tons) * Fishery Cranes * Below-the-Hook Devices * Base/Wall Mounted Jib Hoists/Booms Rehabilitation work may consist of the replacement of the crane's railing systems, control cabins, and electrical components. Work may consist of design for the conversion of Variable Frequency Drives for the drive motor and control systems. Work may also include, but not limited to, the following incidental services: hazardous material removal, painting, final inspection and testing services, and classification/marking of the final product.
