- Updated Terms and Conditions Summary of Changes AMENDMENT 000001 - PLEASE SEE THE SUMMARY OF CHANGES AND UPDATED TERMS AND CONDITIONS ************************************************************** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 12024B18Q0002 is being issued as a Request for Proposal (RFP) by the Forest Service Incident Support Branch AQM located at 3833 S Development Ave Boise ID, 83705. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Circular 2005-96 is dated 6 November 2017 and Agriculture Acquisition Regulation dated 14 November 1996. This acquisition is being issued as FULL AND OPEN under the NAICS code 531120 with a small business size standard of $38,500,000.00. All offerors must ensure that they complete the required submission of FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (NOV 2017). The resultant award will be a Firm Fixed Price Purchase Order for the required service with a period of performance from January 29, 2018 to April 13, 2018. Award will be made to the offeror whose proposal provides the best value to the Government in accordance with the FAR 12.602 Streamlined Evaluation of Offers. Due to the fact that the Government is seeking a contractor who can provide the technical experience/expertise most directly related to the Specifications and Requirements, the Government reserves the right to award to other than the lowest priced offer if the Government determines that the additional cost is justified in return for the perceived benefits set forth in the contractor's proposal. Evaluation of offers will be in accordance with the factors and procedures listed in this solicitation only. Schedule of Items Line Item Description Quantity 0001 Foundational Academy 4 - Provide meals, lodging and classrooms IAW attached Specifications and Requirements (January 29, 2018 through March 2, 2018) 0002 Foundational Academy 5 - Provide meals, lodging and classrooms IAW attached Specifications and Requirements (March 12, 2018 through April 13, 2018) Description of Requirement The requirement in its entirety is identified in the attached Specifications and Requirements. The Specifications and Requirements will be incorporated into the resultant award and therefore the terms of which are wholly binding. Delivery Delivery will be at the Contractors facility. Provisions and Clauses FAR 52.212-1, Instructions to Offers (JAN 2017) - Commercial applies to this acquisition and there are no addenda to the provision. FAR 52.212-2 Evaluation - Commercial Items (Oct 2014) is applicable to this acquisition as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability - ability to meet the Specifications and Requirements; (ii) past performance (see FAR 15.304); (iii) price; Technical and past performance, when combined, are significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. All offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (NOV 2017) with its offer.
