Description
1. Intended use of the supply or service: The United States Army Corps of Engineers (USACE); Reservoir Regulation Section under the Engineering Division intended use of the software is to upgrade the current Reservoir Regulation Operation Center (ROC) video wall to the latest version (4.6) while utilizing the current Government furnished equipment, hardware and setup. 2. The critical or unique characteristics of the supply or service which are mandatory for the intended use: The video wall provides visual information to the operators and engineers during ROC activation. It aids the ROC operators to make quick and informed decisions during flood operations by having multiple data feed displayed on the video wall. 3. Reason why only the selected "one source" or "brand name" can furnish the requirements to the exclusion of all other sources: The ROC videowall currently uses Casgan's PiXelWall system. To ensure compatibility with current Government furnished equipment in the ROC and videowall, the Corps must use Casgan's PiXelWall system and upgrade from version 1 to latest version 4.6. Casgan's PiXelWall is tried and guaranteed to work with the ROC's current setup without any major modifications to hardware equipment. If this system upgrade is not purchased from Casgan, Inc. it would detrimentally affect both mission, customer programs, and the Government would incur the loss of productivity with current and future projects. 4. Is this a follow-on or upgrade to a previous purchase? If yes, provide the purchase order number: No 5. Describe efforts made to determine if other sources capable of satisfying the government's requirements exist: Casgan is the only vendor that can guarantee compatibility with the existing video wall equipment. The PiXelWall System is a proprietary software developed by Casgan and is currently used in the ROC video wall. The unique software system developed by Casgan cannot be provided by other suppliers on the market. Other vendors will take more time on research and development, cost more money on labor to figure out how the system work, whereas Casgan PiXelWall system is tried and guaranteed to work. Casgan is including a 1 year software maintenance support and also providing a 15% discount. Due to the Aforementioned, It has been determined that the anticipated cost to the Government will be fair and reasonable and that approval of this recommendation is in the best interest of the Government. 6. Basis for determination of a fair and reasonable price: A. Previous purchase orders: None B. Current price list/catalog/advertisement: Vendor is providing a 15% discount from their published price list. C. Similar supply/service previously purchased: None D. Value analysis: Competitively priced system upgrade backed by a reputable company that will provide a good guarantee and be able to provide quality service if the need arises in the future.
