Description

INTENT TO SOLE SOURCE INTRODUCTION: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) intends to award a task order on a limited source basis with the LRP Publications to acquire the Human Resources Specialists assigned to the HRM Group provide advice and counseling regarding various employment and labor matters, including, among other things, advising VHA managers on employee discipline and union-management obligations utilizing CyberFeds on the Web. REQUIREMENT: The contractor shall provide LRP Publications is the sole developer/manufacturer/distributor of cyberFEDS on the Web (Cyberfeds or cyberFEDS), a proprietary searchable federal employment resources computer database. The Cyberfeds subscription database provides users with access to numerous databases containing federal employment resources. The HRM Group has an immediate requirement for fifty (40) unlimited access user licenses with training/technical assistance. ADMINISTRATIVE: The VHA, PCAC intends on awarding this contract pursuant to the authority of FAR 8.405-6, only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that a firm-fixed-price task order will be awarded in accordance with Federal Acquisition Regulation (FAR) 8.405-6. The applicable NAICS code is 519130. DISCLAIMER: Responsible sources may identify their interest and capability to respond to the requirement by submitting a capability statement. This notice of intent is not a request for competitive quotations; however, responses received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
