INTRODUCTION Document Type: REQUEST FOR INFORMATION Reference Number: RIK-OTA-18-R-GTSCMIS Title: Global Theater Security Cooperation Management Information System (G-TSMIS) Prototype Posted Date: 19 JAN 2018 - 3 PM EST Response Date: 12 FEB 2018 - 12 PM EST This Request for Information (RFI) is for planning purposes only. The information obtained from responses to this notice may be used to inform a future acquisition strategy and solicitation, should one be issued. The intent of this synopsis is to promote opportunity with potential vendors. Participation in this RFI is recommended but does not preclude future participation. II. DESCRIPTION A. Project Overview To support Security Cooperation (SC) reform efforts mandated in the FY17 National Defense Authorization Act (NDAA), the Global Theater Security Cooperation Management Information System (G-TSCMIS) will be further developed to provide the Department of Defense (DoD) an improved enterprise web-based solution to comprehensively plan, administer, forecast, monitor, report, evaluate (assess), and execute SC programs and activities around the globe. The G-TSCMIS prototype will be used as a resource allocation decision support tool to enable the Under Secretary of Defense for Policy USD(P), in conjunction with the Cost Assessment and Program Evaluation (CAPE) Director, to make informed SC resource decisions during the President's Budget Recommendation process. The Government anticipates that G-TSCMIS prototype solutions will include range from Cloud offerings to Commercial off the Shelf solutions. These solutions need to address cyber security, leveraging of available software or platforms, interoperability of services, analysis for business intelligence, and ingestion of data from various sources. Background Respondents to this Request For Information (RFI) should be aware of standard cybersecurity regulation: Department of Defense Instruction 8500.01 (8500.01, March 14, 2014) Department of Defense Instruction 8510.01(8510.01, March 12, 2014) Department of Defense Instruction 8115.01 (8115.01, October 10, 2005) National Institute of Standards and Technology Special Publication 800-53 (800-53, April 2013) Defense Information Systems Agency Application and Development Security Technical Implementation Guide (Version 4, October 27, 2017) Defense Information Systems Agency Cloud Security Requirements Guide (Version 1 Release 3, March 6, 2017) Please reference the attached G-TSCMIS Statement of Need dated 10 January 2018 (Attachment No. 1) for additional background information. C. Discussion Responses to this RFI shall include recommendations and descriptions of a cloud service provider offering. Where possible, the responses should leverage existing, available software, platforms, technologies, and products to provide a cost effective and technologically mature solution. The response will need to address Identity Management and Access Control (meeting the Instructions listed in paragraph B, "Background"). Please reference the attached G-TSCMIS Statement of Need dated 10 January 2018 (Attachment No. 1) for additional description of requirements and system architecture. D. Mission Impact The Global Theater Security Cooperation Management Information System (G-TSCMIS) supports the Office of the Secretary of Defense (OSD), the Military Departments (MILDEPs), and other organizational entities within the Department of Defense (DoD) in DoD Security Cooperation (SC) events, activities, and products. The G-TSCMIS prototype will provide a more efficient and effective way for decision makers to articulate Return on Investment (ROI) impact and associated risks and recommendations for current and future DOD SC programs and activities. III. AGREEMENT STRUCTURE The Government is considering establishing a prototype project under the Air Force Research Laboratory (AFRL) Open System Acquisition Initiative (OSAI) Other Transaction Agreement for Prototypes No. FA8750-16-9-9000 with SOSSEC, Inc. Prototype projects may be awarded by a Firm Fixed Price project level agreement under the aforementioned agreement. The period of performance is estimated to be six (6) to twelve (12) months. Total funding for the G-TSCMIS prototype is estimated to be approximately $1,000,000.00. For additional information on the OSAI Other Transaction Agreement for Prototypes No. FA8750-16-9-9000 with SOSSEC, Inc., a description of the program and its structure, metrics, and terminology, see Open System Acquisition Iniitiative (OSAI) Supplemental Information, dated 01 MAR 2017 (Attachment No. 2). IV. ELIGIBILITY INFORMATION A. Foreign participation is excluded at the prime-recipient level. B. Foreign Ownership, Control or Influence (FOCI). Companies who have mitigated FOCI may inquire as to eligibility by contacting the Agreements Specialist or Contracting Officer listed in paragraph VI.D below for verification prior to responding to this RFI. Please include the Reference Number and Title listed in paragraph "I" of this RFI. V. VI. SUBMISSION INSTRUCTIONS A. ALL questions and answers will be provided to ALL prospective offerors. Address ALL questions regarding this RFI to the OTA Agreement Specialist: adam.hoogheem@us.af.mil. Include "RFI RIK-OTA-18-R-GTSCMIS" in the subject line. B. It is important to note that this Request for Information is not a Request for Whitepaper nor a Request for Proposal. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a project, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this Request for Information is voluntary. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of offeror submission of responses or the Government's use of such information. C. The Government anticipates releasing a Request for Whitepaper (RFW) under the Air Force Research Laboratory (AFRL) Other Transaction Agreement (OTA) for Prototype No. FA8750-16-9-9000 with SOSSEC, Inc. on or around 09 MAR 2018. Participation in the anticipated RFW will require membership with SOSSEC, Inc. SOSSEC, Inc. is the Open Systems Acquisition Initiative (OSAI) awardee/recipient. For general information regarding the AFRL OTA, please refer to Attachment No 2. Joining the SOSSEC Consortium is a very quick process. New members will be asked to review the consortium membership agreement and pay a $500 membership fee. The AF OTA is an agreement between the government (AFRL/RI) and the SOSSEC consortium, and SOSSEC acts as a mentor & intermediary, supporting companies that bid solutions. Responses to this RFI shall be double spaced with a font no smaller than 12 points. Responses shall not exceed ten (10) pages and are required to be electronically submitted. In addition, prospective offerors are requested to provide their Commercial and Government Entity (CAGE) number (if they have one), their unique entity identification (e.g. Dun & Bradstreet (D&B) Data Universal Numbering System (DUNS) number (if they have one)), a phone number, an e-mail address, and reference the RFI number with their submission. E. Each respondent shall properly and adequately label proprietary information as applicable. Proprietary information is discouraged. Where proprietary information is necessary, all submissions should clearly indicate any limitations on the disclosure or proprietary information. If the prospective offeror wishes to restrict its submission, they must be marked with restrictive language. The prospective offeror shall also mark each sheet of data it wishes to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal."
