Enclosure A - Draft N00024-18-R-4334 (Sections C) Enclosure B – SOURCES SOUGHT/Request for Information (RFI) Enclosure C - Industry Day Invitation THIS IS A COMBINED SOURCES SOUGHT AND INDUSTRY DAY NOTICE FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY, AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION. SEE FAR 15.201. INTRODUCTION PROVIDED ENCLOSURES 1. Enclosure A - Draft N00024-18-R-4334 (Sections C) 2. Enclosure B - SOURCES SOUGHT/Request for Information (RFI) - Due 16 Feb 2018 3. Enclosure C - Industry Day Invitation - 7th & 8th February 2018 (Courtyard New Orleans Downtown/Convention Center) - RSVP by 2 February 2018 Sources Sought/ Request for Information Notification The Department of the Navy, Naval Sea Systems Command (NAVSEA ), Washington DC, is seeking information from potential sources able to provide the requisite capability to successfully perform Diving and Diving Related Services to assist the Supervisor of Salvage and Diving, USN (SUPSALV) in executing its mission. The purpose of this RFI is to gauge industry interest and capability in providing services for air, mixed gas and saturation diving in support of the SUPSALV mission areas of diving, salvage and underwater ship repair. The services encompass underwater maintenance on ship hulls and structures on a worldwide basis. Related engineering, technical and software services may also be required. The scope of this work requires demonstrated experience with execution of engineered underwater inspections, maintenance, repair, and modernization on ship hulls, underwater appendages, and structures in accordance with approved procedures. An IDIQ type contract is contemplated using award fee type delivery orders. These efforts will begin at contract award and continue for a period of performance of five one year ordering periods. The results of this Sources Sought will be utilized to determine whether any Small Business set-aside opportunities exist. All Small Business set-aside categories will be considered. In accordance with FAR 52.219-14, Limitations on Subcontracting, Small Businesses concerns are reminded that in the performance of contracts awarded under small business set-aside procedures, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The Government is not requesting interested parties to provide brochures and/or generalized sales-pitch language. The contractor's response should address the requirements of Enclosure A and be formatted in accordance with Enclosure B. Capability and Capacity information shall be specific (quantified as appropriate) and not theoretical in nature to the greatest extent practicable. For instance, a notification of intent to partner with numerous firms to acquire appropriate resources should be supported with formal agreements and/or letters of intent as well as a provision of projects where the parties have successfully teamed together in the past. An email acknowledging receipt will be sent to each individual submission. The deadline to submit responses is 1400 (EST) on 16 Feb 2018. Please note that this announcement is for market research and planning purposes only to identify potential sources. This notice does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government of any kind. The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the Government return any data provided. ********************************************************************************************************* Industry Day Presentation - 07 February 2018 Naval Sea System Command (NAVSEA) will hold an Industry Day conference at Courtyard New Orleans Downtown/Convention Center located at 300 Julia St, New Orleans, LA 70130 on 7 February 2018. This event will begin at 1:00pm CST and end no later than 3:30pm CST. The industry day will be hosted by SUPSALV and NAVSEA HQ SEA 024 Contracts division for the purpose of discussing the Navy's plan for the Diving and Diving Related Services contract. The Industry Day will begin with a discussion and overview of the contemplated requirement. This contract will be awarded as a single award IDIQ and will address SUPSALV mission areas of diving, salvage and underwater ship repair for a 5 year period during FY19 through FY24. NAVSEA requests that firms interested in attending the Industry Day submit company names and attendee lists no later than 1400 Eastern Time, 2 February 2018 via e-mail to Ms. Mercedes Thurston, Contracting Officer, mercedes.thruston@navy.mil and Ms. Jane Thompson, SEA 024, Contract Specialist, jane.thompson1@navy.mil. The subject line of the RSVP email shall be limited to: Industry Day RSVP from (Company Name). The body of the email shall include each attendee's name, Position/Title, email address. Companies are asked to send no more than five (5) representatives. The RSVP must also indicate whether a one-on-one session is requested. (See Enclosure C for additional information) On 8 February 2018 beginning at 1:00pm CST, the Navy will allow for 15 minute one-on-one sessions for interested companies. Companies requesting a One-on-One session must indicate such in their RSVP email. These sessions will be no longer than 15 minutes in length, may be attended by no more than 5 people per company, and will be scheduled on a first come first serve basis. The Government will inform attendees of their scheduled session at the Industry Day on 7 February 2018. As mentioned above, RSVP should be submitted no later than 1400 EST, 2 February 2018. One-on-One Sessions: 08 February 2018 The One-on-One sessions will only be held in person, at the Courtyard New Orleans Downtown/Convention Center Conference Room location. The intent of these One-on-One sessions is to provide Industry a private, non-public forum to present the Government with comments, concerns and recommendations. Thus, the One-on-One sessions are designed to consist of mostly one-way communication (from the firm to the Government) as the Government does not intend to share contract strategy information outside of the larger and/or public forum. General Stipulations and Disclaimers: Recording of the event is not permitted. Other than the planned briefing materials referenced above, the Government does not plan to provide additional information for review and comment prior to the Industry Day. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government. This Special Notice does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a contract or order.
