- PRE-SOLICITATION NOTICE ORTHOTIC APPLIANCES AND RELATED SERVICES FOR THE VA GREATER LOS ANGLES HEALTHCARE SYSTEM (VAGLAHS). This Presolicitation Notice is issued solely for informational and planning purposes. It does not constitute a Request for Quotes (RFQ) nor is it a promise to issue an RFQ in the future. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFQ; no response to this pre-solicitation notice is required. Any responses received to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor the (www.fbo.gov) site for additional information pertaining to this Presolicitation Notice. RFQ: 36C26218Q0244 To be posted on or about 01-17-2018 to fbo.gov SCOPE. The Department of Veterans Affairs, VAGLAHS, requires orthotic appliances and related services to eligible Veterans. The Network Contracting Office 22 (NCO 22), on behalf of VAGLAHS, intends to solicit proposals and award multiple contracts on a competitive basis under the authority of Title 38 U.S.C. Section 8123. The range of services shall encompass Healthcare Common Procedure Coding System (HCPCS) codes: L0100-L4999, A4467, A5500-A5513, and A6501-A6549. Orthotic appliances and related services are to be provided to the following facilities: Department of Veteran Affairs VA Greater Los Angeles Healthcare System Prosthetic and Sensory Aids Service (121) 11301 Wilshire Boulevard Los Angeles, CA 90073 7.1.2. Coverage shall be inclusive of the following southern California counties: KERN, LOS ANGELES (LIMITED TO ANTELOPE VALLEY (PALMDALE)), SAN LUIS OBISPO, SANTA BARBARA, AND VENTURA. GENERAL REQUIREMENTS. Standards of Performance. The Contractor shall fabricate orthotic appliances in strict conformance to the Orthotic prescription which shall be provided by the VAGLAHS Clinic Team. Contractors shall not add or substitute components or conversely, a Contractor shall not alter the beneficiary s Orthotic appliance prescription in any way without prior approval and written authority from the VAGLAHS Clinic Team Orthotic Representative or designee. Educational and Training Requirements. All Contractors shall have a full-time practicing Orthotist on staff at each store location with current and valid credentials from the American Board for Certification in Orthotics, Prosthetics & Pedorthics (ABC) or Board for Orthotist-Prosthetist Certification (BOC). A copy of the ABC/BOC Orthotist Certification shall be included in the Technical proposal submission of this solicitation. The VAGLAHS reserves the right to verify a Contract Orthotist(s) credentials anytime during the term of the contract. Furthermore, each year a contract option is exercised, a current and valid copy of the ABC/BOC Orthotist Certification shall be provided to the COR for compliance. Special Education Requirements for Certain Prostheses. The fitting and alignment of orthotics appliances and related services must be performed under the supervision of an Orthotist who has met the applicable educational and training requirement of completing a National Commission on Orthotic and Prosthetic Education (NCOPE) accredited educational program for Orthotics. At a minimum, this training shall include educational seminars specific to the fabrication and servicing of advanced components that were presented by organizations such as National Association for the Advancement of Orthotics and Prosthetics (NAAOP), American Academy of Orthotics and Prosthetics (AAOP), American Orthotic and Prosthetic Association (AOPA), International Association of Orthotics and Prosthetics (IAOP) or a formal program which is specifically designed to train Orthotists in the fabrication of these items. Examples of such Orthotic componentry would include spiral Ankle Foot Orthoses(AFO)/Knee Ankle Foot Orthoses (KAFO) designs, stance control knee joints, Reciprocating Gait Orthoses (RGO) s, tenodesis orthoses, AFO or other devices that involve electrical stimulation of muscles, dynamic contracture orthoses, and any device that contains a microprocessor on-board unit. Approved Facilities. The Contractor s facilities shall be approved by the Facility Accreditation Program of the American Board for Certification in Orthotics and Prosthetics, Inc. (ABC) or the Accredited Facilities Program of the Board of Certification (BOC). A copy of the ABC/BOC Facility Certification for each location must be included in the Technical proposal submission of this solicitation. Throughout the duration of this contract, notification of any facilities which are added, changed, closed or expected to close must immediately be conveyed to both the CO and the Contracting Officer s Representative (COR) to obtain approval before it may be used for this contract; added new facilities must be ABC or BOC certified prior to any Veteran being seen or treated in the facility. Any and all approved contractor facility locations used for this contract shall be listed in D.3 (Facility Locations List) in Section D of the solicitation. Throughout the duration of the contract, notification of any facilities added, changed or deleted, shall be communicated to the CO and COR at least 30 days in advance. VAGLAHS reserves the right to conduct site visits of the facility and review accreditation and certification documents and standards at any time. --End of Pre-solicitation Notice--
