Description

The National Cemetery Administration is soliciting offers under Solicitation No. 36C78618Q0095 for top soil on an as needed basis to Fort Snelling National Cemetery in Minneapolis, MN. The Cemetery will direct the dates and locations for deliveries. The intent of an awarded contract shall be to deliver and convey an estimated 900 cu yards per year of top soil that is screened and cleaned black dirt. This is for a Base plus 4 Option Years if exercised. This is a new contract, there is no incumbent. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, that award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors per FAR 15. Only prices that are fair and reasonable shall be considered. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is 100% set aside for Small Business (SB).   The NAICS Code is 561730.   Size standard is $7.5 Million.   Electronic solicitations will be available for download from http://www.fbo.gov on or about January 19, 2018 Responses to the solicitation are due by noon Eastern time on Friday February 2, 2018. Any amendments to the solicitation will also be available at www.fbo.gov.   Offerors are advised they are responsible for obtaining any amendments.   Information shall be submitted in the manner requested in FURTHER INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
