Attached PWS with descriptions of all the work that needs to be performed This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, supplemented with additional information included in this notice using FAR Part 13. The solicitation number is W81A9P72110102 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-86. The associated North American Industrial Classification System (NAICS) code for this procurement is, 541611, Administrative Management and General Management Consulting Services. This requirement can be filled by one vendor. This requirement is a set aside for Service Disabled Veteran Owned Small Business's, (SDVOSB). The USPFO for Utah has a requirement for the upcoming training event. BACKGROUND: The requirement is for Program Management with role players to support the regional training exercises to enhance domestic contingency preparedness exercises and evaluations of Chemical, Biological, Radiological, and Nuclear, (CBRN), of the Enhanced Response Force Package (CERFP), Homeland Response Force (HRF) and other CBRNE response capabilities. The contractor will be required to perform all the tasks outlined in the attached Performance Work Statement (PWS). The contractor shall perform the Performance Objectives in accordance with Performance Standards. REQUIREMENTS: Program Management - The contractor shall provide materials and services to facilitate the accomplishment of all tasks outlined in the attached PWS, along with the attached Annex's A, B, and C. The contractor shall prepare for, conduct and participate in meetings and reviews when required or directed. The contractor will schedule a "kick-off" meeting within 10 days of contract award. The contractor will provide support in accordance with (IAW) the PWS on the following exercise dates. 1. FEMA REGION 8 HRF FY 18 CTE #1 - UTAH - 10-11 March 2018 2. FEMA REGION 8 HRF FY18 CTE #2 - UTAH - 05-06 May 2018 3. FEMA REGION 8 HRF FY18 CTE #3 - UTAH - 10-12 August 2018 This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued on any other government points of entry. Solicitation W81A9P72620101 is being issued as a Request for Quotation. This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-12, A single contract will be awarded and is subject to availability of funds. The award will be made based of best value tradeoff to the Government, with evaluation based on, FIRST - ability of the contractor to meet the all of the requirements outlined in the PWS. SECOND - past performance history. THIRD - price. The Utah National Guard reserves the right to award to other than the lowest price if the lowest quote submitted does not meet all of the required specifications and does not provide the best value to the government.
