Description
USTRANSCOM/TCAQ-C anticipates issuing an RFP on or about 1 Mar 18 for Air Terminal and Ground Handling Services (ATGHS) at Misawa AB and Fukuoka IAP, Japan. Services include providing all technical support, personnel, supervision, equipment, tools, materials and other items and services as required to perform ATGHS on behalf of the Air Mobility Command in support of the Department of Defense Airlift System to include but not limited to all US Government owned or operated aircraft, US sponsored foreign government or civil aircraft, Coalition Forces aircraft, commercial contract aircraft, and commercial tendered aircraft. At Misawa, the contractor shall facilitate on-time aircraft departures and maintain the capability to provide sustained ATGHS for a working Maximum on Ground (MOG) of one wide-body aircraft or two narrow body aircraft, and load and unload cargo from government owned or contracted conveyances. At Fukuoka, the contractor shall facilitate on-time aircraft departures and maintain the capability to provide ATGHS for a MOG of one aircraft. Handling of classified information will require the contractor to have a facility clearance prior to contract performance start. This procurement is unrestricted; however, only United States firms may submit an offer as a facility clearance can only be issued to US firms. The period of performance is 1 Oct 18 through 30 Sep 19 with four one-year option periods. Past Performance/Price trade-off procedures will be used to evaluate offers. Past performance will be evaluated on a basis significantly more important than price. A pre-proposal conference has been tentatively scheduled for March 14, 2018 at Misawa AB and a site visit on March 16, 2018 at Fukuoka IAP. Submit the names (not to exceed two per company) and a copy of U.S. passport of all attendees to Meggan DeBrobander and Wanda Huber via email at meggan.a.debrobander.civ@mail.mil & wanda.l.huber.civ@mail.mil no later than 5 March 2018. This information must be provided in advance in order to ensure access to the military base/conference site and to ensure adequate seating for conference attendees. More information will be provided as it becomes available. All responsible sources may submit an offer which shall be considered by the agency.
