- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the National Geospatial-Intelligence Agency (NGA) is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI - all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. NGA is soliciting ideas and input for innovative approaches to the development of geospatial intelligence (GEOINT), knowledge, and information to enable customer success. Based on the results of the RFI, NGA may solicit for a contract to seek creative approaches to provide value added GEOINT information using UNCLASSIFIED, commercially available imagery and other non-traditional sources of geospatially enabled data (e.g., social media, crowd sourcing, etc.). The end-state is a commercially developed, UNCLASSIFIED foundational GEOINT information (non-analytic) dataset that identifies general military-related facilities in North Korea with attribution describing key physical characteristics of each site, provided in accordance with the GEOINT Content Extraction Specification (GCES) v7.0.3.4 where possible. Interested parties are directed to respond to this RFI with a capabilities and qualifications white paper. Written responses shall not include proprietary and/or cost information. Any responses that are marked proprietary will not be considered. Responses to this RFI shall be UNCLASSIFIED and shall be marked on every page of the response. All responses to this RFI must be received by 12:00 Noon ET, 19 January 2018. The deadline for submitting questions is 12:00 Noon ET, 12 January 2018. Both questions and white papers are to be uploaded to FedBizzOps directly in accordance with the additional instructions and information as provided in the attachment to this RFI posting. Update: The Government has answered all questions submitted in response to this RFI and posted them below. The deadline for the response submission is unchanged. NGA KN Xaas RFI Questions and Answers, 16 January 2018 1.The RFI states that written responses shall not include cost information however on page 4, Section D, requirement 3D requests Pricing Models. Please clarify whether or not pricing models should be included. Answer: We are looking for industry's approach to pricing the type of service we are requesting (e.g. subscription model, Fixed Price, labor based, product types with associated pricing, etc.). This is of interest from both a budgeting standpoint and contract type determination. We are open to all approaches that industry feels are appropriate for what we are asking for. At this point, we do not want specific pricing. 2.The RFI states: "The first page of the submission must state the RFI title and provide the name, mailing address, phone number, fax number, company website, and e-mail of designated points of contract". Please confirm this information is to be on the cover page and will not be part of the page count for the response. Answer: This will not count toward page count. 3.Will the response to the administrative information be included in the page count? Answer: This will not count toward page count. 4.Would the client extend the deadline until 26 January? This would ensure industry has enough time to provide the best responses. Answer: No, we are on a tight timeline and plan to learn from what we do with this first approach to purchasing this. 5.How can we access the GEOINT Content Extraction Specification v7.0.3.4? Answer: No. All approaches that deliver the desired outcome will be considered. 7.When is the expected release date of the RFP? Answer: Should an RFP be released, the release date is to be determined, based on the review of the RFI responses. 8.What is the expected period of performance? Answer: Should an RFP be released, the period of performance is to be determined. 9.Will the NGA be providing any datasets such as imagery or ground truth data? Answer: No. 10.Is NGA seeking a company that can address all of the areas at once? Or can the RFI response be designed for certain aspects of the scope of work? Answer: We are not concerned if you cannot address all areas. We are trying to get a pulse from industry on what they are capable of at this time. Please only address the areas where you have expertise or are building expertise. 11.Do all firms need the NAICS codes (541360 & 541512) or does one team member count? Answer: Only the Prime/Lead firm would need to fall under one of the two NAICS codes.
