- INTRODUCTION The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Office of the Project Manager Close Combat Systems (PM CCS), is issuing this sources sought notice as a means of conducting market research to identify potential sources that have an interest and industry technologies available to share their knowledge of an emerging munitions requirement for a Close-Range Terrain Shaping Obstacle (CTSO). The CTSO seeks to deny the enemy terrain and freedom of action while allowing friendly forces to maneuver freely within the same battlespace. The Area Denial capability will be required to provide Man-in-the-Loop (MITL) controlled scalable effects against mounted and dismounted enemy forces that disrupt, turn, fix, or block their ability to maneuver. Some areas of interest are munitions, munitions emplacement, sensors, data management, command & control, and communications. Munition capabilities include networked munitions, low collateral self-destruct, and breaching deterrents, identification and classification of targets. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIREMENTS: To facilitate requirements development, the Government is hosting an UNCLASSIFIED engagement at Picatinny Arsenal, NJ on 1 February 2018. Attendees will receive a briefing covering the following topics: 1. CTSO Description 2. CTSO Type I Employment Concept 3. CTSO Emerging Requirements Following the briefing attendees are expected to be engaged in discussion regarding various topics covered in the brief and to provide real time feedback on technical feasibility of the proposed concept, potential alternate approaches, methods to reduce the manpower burden of obstacle employment, concepts for control and marking, and methods to address affordability. The discussions will be nonproprietary, unclassified, and informal in nature, other topics may be discussed. Attendees are not to market their specific technical solutions or products; rather, this is an opportunity to help clarify Government operational requirements and desires (not a sales meeting). All information discussed by attendees may be subject to public disclosure at the Government's discretion. SUBMISSION DETAILS Interested businesses/attendees should submit their attendance request via email no later than 4:00 p.m. Eastern Time, on Monday, 22 January 2018, to steven.s.ghazi.civ@mail.mil. Registration is limited to three (3) representatives from each organization. Title your email "Request to Attend CTSO Brief" and include your Company's name. Include in the body of the email your organization's cage code, name of requested attendees, and a short summary of you organization's capabilities and experience in the field of munitions development and terrain shaping obstacle development. Telephone inquiries will not be accepted. Attendees will be notified and given registration instructions NLT 23 January 2018. Submit questions by email to steven.s.ghazi.civ@mail.mil. Email submittals are restricted to a maximum file size of eight (8) Megabytes (MB). In the event that the email submission is larger than 8MB, separate into several emails or contact the Mr. Ghazi for additional instructions. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. All data received in response to this Sources Sought that is marked or designated as proprietary will be fully protected from any release outside the Government.
