- The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to NatureServe for a subscription to NatureServe Surveyor. NatureServe Surveyor is an interactive screening tool that allows organizations to report and search threatened or imperiled species in any selected area. This analysis will provide a comprehensive assessment of ecological significance of areas surrounding civil works water resource development projects in the continental United States and Alaska, based on location-specific biodiversity and the presence of at-risk species. NatureServe is used before planning any project to screen what species reside in the boundaries of the project area. No competition is being sought. NatureServe offers unique access to available, federated biodiversity data from their national network in a single source. Nationally consolidated and standardized data at this scale is not available from any other vendor. As such, this data is generally considered the standard for biological evaluations and used by all sectors of society- conservation groups, government agencies, corporations, academia, and the public-to make informed decisions about managing our natural resources. U.S. Army Corps of Engineers (USACE) intends to award a six month subscription in Feb, 2018 and will include a possible option for an additional six month subscription if needed. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to NatureServe.
