- This is a NOTICE OF INTENT for a sole source procurement in accordance with FAR 6.302-1(2iii) for modification of five ongoing United States Coast Guard (USCG) Contracts. The USCG has a requirement to develop an Industry Studies (IS) Heavy Polar Icebreaker (HPIB) Design (Revision 4). These procurements are to be conducted under "other than full and open competition" procedures under the statutory authority 10 U.S.C. 2304(d(1(B). Federal Acquisition Regulation (FAR) 6.302-1(2iii) states that services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in: (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B).) These efforts require a follow-on modification award to incorporate additional work into the Contract based solely on the previous HPIB Baseline Design work performed by the IS Contractors. Initiating a new competitive acquisition would cause a substantial duplication of cost to the Government and result in unacceptable delays, due to the extensive work that has already been performed to develop the current Revision 3 Baseline Design, which is the basis of the new efforts. The Government intends to award contract modifications to the following Contractors: Contract No. HSCG23-17-C-APB004 BOLLINGER SHIPYARDS LOCKPORT, L.L.C. 8365 HIGHWAY 308 LOCKPORT LA 70374-3954 Contract No. HSCG23-17-C-APB010 FINCANTIERI MARINE GROUP, LLC 55 M ST SE STE 910 WASHINGTON DC 20003-3522 Contract No. HSCG23-17-C-APB011 NATIONAL STEEL AND SHIPBUILDING COMPANY 2798 HARBOR DR SAN DIEGO CA 92113-3650 Contract No. HSCG23-17-C-APB012 HUNTINGTON INGALLS INCORPORATED 1000 Access Road Pascagoula MS 39567-0149 Contract No. HSCG23-17-C-APB0013 VT HALTER MARINE, INC. 900 BAYOU CASOTTE PKWY PASCAGOULA MS 39581-9602 The purpose of the five sole source modification awards are as follows: to incorporate technical requirements into the contracts' Statement of Work, extend the period of performance of the contracts, increase the total dollar value of the contracts, and update contract attachments. The aforementioned Contractors are the only responsible sources who can provide these capabilities. The North American Industry Classification Systems (NAICS) is 336611. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties who believe they can meet the requirements may submit, in writing, complete information describing their ability to provide the services/supplies as detailed above. Responses may be sent via e-mail to Gregory Patrick at gregory.patrick@uscg.mil. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee this requirement to become a competitive procurement. A determination will be made by the Government to not open the requirement to full and open competition, based on response to this notice, and is solely within the discretion of the Government. All submissions shall be submitted to the Government by no later than 01/27/2018 at 3:00 PM ET. After which time, Sole Source Contract Modifications with the aforementioned Contractors are intended to be issued. Late submissions of interest will not be considered for this procurement, but may be considered for future procurements.
