Description
Final Draft Statement of Objective REQUEST FOR INFORMATION (RFI) The U. S. Department of Health and Human Services (HHS), Assistant Secretary for Preparedness and Response (ASPR), Office of Acquisition Management, Contracts and Grants (AMCG) is issuing a Request for Information (RFI) to identify companies which can provide an all in one approach/service for disaster survivor evacuee patients in support of Emergency Support Function (ESF) #8 mission. If a contract is awarded as a result of this action, the services could be in whole or in part to assist local health authorities, to assess and monitor ongoing health and human services needs of the affected populations and support "at-risk" individuals and populations, particularly those with access and functional needs. The services could be to provide Incident Management Team Operations, transit/para- transit, food, lodging, case management, counseling, medical oversight, basic medical care and social services to patient evacuees. ASPR/HHS will require a variety of services to support the evacuee patients in accordance with FAR part 18 "Emergency Acquisitions" and FAR part 26.2 "Disaster of Emergency Assistance Activities." The Contractor shall provide for and manage all aspects of the patients care to include housing, meals, paratransit and non-paratransit transportation, basic medical oversight and care, social and human services including case management and counseling. The first Task Order will be issued at the time of award. The Statement of Objective (SOO) has details of the current work needed. The Department is seeking preferably small business under the 8(a), HUBZone, SDVOSB, WOSB Programs or small businesses for a possible future acquisition to provide the services needed. This does not preclude large businesses from providing information. If it is determined that the above small disadvantaged businesses cannot perform all of the work and large businesses can perform the work, then the requirement may be solicited as unrestricted. This RFI solicits industry's interest and capability to provide the services in the Statement of Objectives (SOO), and the Department's preference would be if one company can provide all of the stated work. Businesses must provide evidence showing their capability to perform the work; this is for planning purposes only. In accordance with FAR Part 15.201(e) this does not constitute a Request for Proposal (RFP), a Request for Quotation (RFQ), an Invitation for Bid (IFB) or a promise to issue one in the future. Additionally, the Department is not liable for any costs incurred as a result of vendor responses to this RFI. The Government does not intend to award a contract for any service on the basis of this request or to otherwise pay for the information. This request is issued for the purpose to receive information and feedback on interest and capabilities of potential sources. Not responding to this sources sought does not preclude participation in any future solicitations, if one is issued. Contact with Government personnel other than those specified in this sources sought by potential offerors or their employees regarding this project is prohibited. Any resulting procurement action will be the subject of a separate, future announcement. The North American Industry Classification System (NAICS) Code is 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $15 million size standard in millions of dollars. The PSC code is R429, Support Professional/Emergency Response/Disaster Planning/Preparedness Support. A final Statement of Objectives (SOO) is not issued at this time. A draft SOO is attached for information only to provide insight on the Government objectives for this requirement. If market research shows there are businesses that can provide these services, a SOO/SOW or some form of document with requirements maybe posted at a later date/time. RESPONSE: Please provide your companies size standard (e.g. small, veteran, large, and/or any other preference), Company Cage Code, DUNS, name, address, point of contact, telephone number and e-mail address(s) when responding to this RFI. Your response should address the attached draft SOO, stating whether your company can perform the work or what portion of the work can be performed. Any proposed changes, questions, additions, considerations, clarifications or/and comments are encouraged to be submitted for all portions of the document. Interested parties may submit their responses to this RFI to Carol Matamoro Allen, Contracting Officer via e-mail at Carol.Allen@hhs.gov. Responses to the RFI should address if the responder could meet the Government's requirements. Responses should refer to RFI #18-100-SOL-0009. Responses must be received via e-mail by 4:00 p.m. EST on Thursday January 25, 2018. ADDITIONAL INFORMATION: This requirement is expected to be a Firm Fixed Price contract.
