FAR 52.212-5 Terms for Exec Orders Jan17 FAR 52.212-4 Comcl Contract Terms and Cond Jan17 MFH Appraiser BPA and Work Stmt data package checklist (HB-1-3560 ATCH 7-F) sample assignment guidance Reference Questionnaire INSTRUCTIONS TO OFFERORS Std Form 1449 This is a combined synopsis/solicitation for commercial services in accordance with Federal Acquisition Regulations (FAR) Parts 12 and 13. Other provisions and clauses apply through FAC 2005-96, effective 06 Nov 2017. Responses are requested; a written solicitation will not be issued. This acquisition is a "Total Small Business" set aside. DESCRIPTION OF BLANKET PURCHASE AGREEMENT: The supplier agrees to furnish appraiser services for properties in the State of Michigan assigned in accordance with the attached Performance Work Statement (PWS), and FAR terms and conditions. All appraisals must comply with the current edition of the Uniform Standards of Professional Appraisal Practice (USPAP) and Rural Housing Service (RD) Multi-Family Housing appraisal requirements (supplemental standards), which are set forth in the PWS, 7 CFR 3560, subpart P, Chapter 7 of the RD HB-1-3560, and any current pertinent administrative notices. The appraiser should note that there are other agencies within Rural Development with different appraisal needs and requirements. BACKGROUND: USDA Rural Development(RD) guarantees loans to eligible applicants for multi-family and farm labor housing properties located in rural areas throughout the state of Michigan. RD requires appraisals of subsidized properties for servicing and disposition decisions. Information about these programs, and the rural area eligibility picker are at www.rd.usda.gov/mi. PROFESSIONAL QUALIFICATIONS: All agency Multi-Family Housing appraisals must be written by a State Certified General Appraiser, certified in the State in which the subject property is located. The appraiser must have the specialized knowledge and experience necessary to be competent to appraise subsidized housing. The appraiser must understand the housing programs, value types and definitions, real and intangible property rights, use restrictions, pertinent tax considerations, and methods for valuation of various types of favorable financing involved in the appraisal of subsidized housing. PERIOD OF PERFORMANCE: This agreement shall be in effect on a yearly basis through fiscal year 2023, or until cancellation by either party upon 30 days' prior written notice. CONTRACT AWARD DOLLAR ESTIMATE: Rough estimated total requirement (5 years): less than $100K RD will select up to 5 appraisers to execute a purchase agreement. RD reserves the right to create additional agreements to guarantee coverage for the entire state.
