- Shuttle Bus Loop Information 2016-2017 Average Fort Riley Population, Geographic Data and Demographics RFI for Scheduled Daily Bus Shuttle Service for Fort Riley, Kansas Fort Riley personnel have expressed interest in subject passenger transportation services during a survey of the base population. Estimated potential frequent ridership for Shuttle Bus Services is from 2600 to 14,000 soldiers and family members, while total eligible ridership (active duty personnel and their family members, DA Civilians, Fort Riley contractors and retirees) includes over 69,000 personnel. All requirements listed below are mandatory unless otherwise noted. This RFI / Sources Sought Notice is not a request for proposal and in no way obligates the Government to establish a relationship with any business entity. This RFI / sources sought notice contains currently available information. This information is subject to change at any time. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. REQUIREMENTS: These services shall be provided in accordance with all state, local and Federal laws. All equipment to be used in performance of the anticipated contract shall be provided by the Vendor. Contractor must provide mass transit service capable of delivering Fort Riley soldiers, family members and civilian employees to scheduled stops across the installation and surrounding areas. The service must operate Monday through Sunday. The contractor shall collect fees directly from passengers using a schedule and method of payment of the contractor's choosing. If the contractor chooses, the contractor may collect and analyze data from Fort Riley personnel as appropriate to determine fees, routes, timetables, and passenger-capacity required. Fort Riley personnel participation in data collection activities will be voluntary. The contractor may alter fees, routes, timetables, and capacities within contract stated limits to achieve greater efficiency or provide greater customer satisfaction. Unauthorized personnel will be removed from the bus prior to base entry. Fort Riley will not be responsible for stranded passenger. The following minimal requirements shall be met: -Only use pre-designated stops. -Perform background checks equivalent to requirements for military and civil service personnel and forward roster of certified bus drivers to Fort Riley security. -Provide signage at off-base stops and remind riders (as they board) of identification requirements to enter Fort Riley. -Be aware of Force Protection Conditions Normal, Alpha, Bravo, Charlie, and Delta Security Forces requirement to prevent unauthorized entry into Fort Riley. -Not allow unauthorized personnel on the bus. -Train bus drivers to use authorized duress words to signal Security Forces personnel during emergencies.
