Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, fixed price purchase order with Setcan Corporation, 1080 Kingsbury Ave., Winnipeg, Manitoba R2P 1W5 Canada for the purpose of procuring fourteen (14) StressVest StressX Belts and associated accessories. The FBI Counter IED Unit (CIED) is the program responsible for supporting and managing the application of specialized tools and capabilities used by Special Agent Bomb Technicians (SABTs) in CIED activities. The StressVest is a non-projectile, force on force, firearm tactical training system capable of creating stress through a pain penalty without fear of projectile injury for training purposes. Depending on settings, the vest will either deliver a vibration or a safe, localized shock to the abdomen. Based on market research, and Government end-users, it has been determined that Setcan Corporation is the sole manufacturer and provider of the StressVest that meet the FBI specifications. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website (www.fbo.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing.. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Kate Petek, email address: kepetek@fbi.gov NLT 1000 CST 17 January 2018. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive Government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
