- WRP RESTORATION PROGRAM, ALLENDALE COUNTY, SOUTH CAROLINA BEACH WRP This notice provides details of a project to be completed at a WRP site in Allendale County South Carolina. The Natural Resources Conservation Service (NRCS) will request Quotes to solicit for award of a firm Fixed Price (FFP) contract to restore wetlands on Wetland Reserve Program properties. GENERAL DESCRIPTION: The project shall consist of restoring and stabilizing approximately 3,750 feet of road crossing on one property located in Allendale County, South Carolina. The contractor shall be responsible to construct a rock crossing at the site of an old crossing at the location shown on the map, construct an access road at the location shown on the map, furnish and install a corrugated metal pipe culvert in the access road and seed all areas disturbed during construction. The property contains approximately 200 acres. This is a Request for Quote solicited using the simplified acquisitions procedures of FAR Part 13; The estimated magnitude of construction is between $100,000 and $250,000. The NAICS Code is 237990, Other Heavy and civil Engineering construction. The Small Business Standard Size for this NAICS is 36.5M. 100% Total Small Business Set Aside (Note: This construction requirement is reserved exclusively for small business participants only). The Product Service Code is Y1KZ. The following notes apply to this acquisition: a. One (1) Fixed-Price (FP) contract award shall be issued for the aggregate of all items to a Responsible Offeror to the most advantageous quote offer based on Solicitation requirements; b. A Site Showing will be held for this project. A site showing is scheduled o/a the week of January 29, 2018. Information related to the site showing will be addressed in the solicitation package. This will be the only site showing held for this project. No additional site showings will be scheduled. c. Interested offerors may register at www.fbo.gov to receive notification when the solicitation and any amendments are issued and available for downloading. All responsible sources may submit an offer which shall be considered by the agency. Date and time to received quotes will be found in the solicitation documents. d. All contractors must be registered in the System for Award Management (SAM) website prior to being awarded a federal contract. Detailed information about SAM is available at www.sam.gov. It is recommended that interested vendors register as early as possible during the solicitation process as to not to delay the award process. e. The Successful Offeror may be required to attend a post award conference; f. Written procedures shall be utilized; g. Payment security (i.e. payment bond or irrevocable letter of credit) shall be required after award is issued to the successful offeror; h. This project constitutes a Federal construction requirement that shall be directed by a U.S. Government Agency. NRCS South Carolina shall be acting on behalf of the US Government. Individual Landowners and State, County or City employees shall not have express authority to speak on behalf of NRCS South Carolina regarding any matters related to this construction requirement/project. i. All applicable Solicitation documents (including plans, maps, specifications, material requirements, etc.) shall be available for download at the FBO website under this posting; j. All future updates, status, changes and information related to this acquisition shall be available at the FBO website under this posting; and k. THIS PROCUREMENT IS BEING HANDLED BY THE USDA NRCS CONTRACTING SERVICE BRANCH TEAM 2 LOCATED AT THE USDA NRCS CARIBBEAN AREA OFFICE IN PUERTO RICO ON BEHALF OF THE USDA NRCS SOUTH CAROLINA STATE OFFICE. QUOTES SHALL BE MAILED AND RECEIVED BY THE USDA NRCS CARIBBEAN AREA OFFICE PRIOR TO THE RECEIPT DEADLINE. THE CARIBBEAN AREA OFFICE IS CURRENTLY IN ATLANTIC STANDARD TIME WHICH IS ONE HOUR AHEAD OF EASTERN STANDARD TIME. ANY QUOTE RECEIVED AFTER THE EXPRESSED DEADLINE SHALL BE CONSIDERED NON RESPONSIVE AND WILL NOT BE CONSIDERED FOR FINAL AWARD. WHEN SUBMITTING YOUR OFFER TAKE THIS INFORMATION INTO CONSIDERATION.
