- 36C10X18Q9077 0003 Question 1: Section B, Capabilities Statement and Market Information (Page 3 of 3) The solicitation imposes a five page limit on the Capabilities Statement and Market Information. In these five pages, vendors must provide a brief description of [their] web-based research subscription service/tool and sufficient information to demonstrate to VA their ability to satisfy the requirements provided in Attachment A (which outlines three-and-a-half pages of requirements). Given the level of detail required by the solicitation and to help ensure that VA has the information it needs to evaluate responses, this vendor respectfully requests that VA either (a) increase the page limit to 30 pages, or (b) allow vendors to provide additional relevant product information as an attachment that does not count against the page limit. Will VA please consider modifying the solicitation to allow vendors to provide additional information? Response 1: This is not a solicitation, but a request for information for vendors to provide their capabilities statement in order to receive an invitation to the scheduled industry day. A full detailed proposal is not requested at this time. Question 2: Section B, Question 6. (Page 3 of 3) The solicitation requests that vendors provide estimated pricing information for the service/tool. Can VA please provide an estimate of the number of users anticipated for all offices contemplated under this solicitation? This estimate will greatly facilitate vendors ability to provide a meaningful pricing estimate. Response 2: VA anticipates between 420 to 500 users for this new service. Question 3: Attachment A, Required Capabilities, #3 (Page 1) The solicitation requires that vendors provide users access to a listing of the latest case files and Hotlaws by court authority, so end users can stay abreast of significant decisions by the Merit System Protection Board (MSPB), Federal Labor Relations Act (FLRA), EEOC, Comptroller General and other related courts. Is it also important for VA users to be able to easily determine if a statute, regulation, case or administrative decision is still good law (e.g., the case or administrative decision hasn t been reversed or overruled)? Response 3: Yes Question 4: Attachment A, Required Capabilities, #12 (Page 1) The solicitation requests that vendors provide acronym and term definitions and explanations for the most commonly used words and phrases in these three areas of federal HR law. Can the VA please clarify what are the three areas of federal HR law the VA is requesting? Response 4: Merit System Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC) and Federal Labor Relations Act (FLRA) Question 5: Attachment A, Additional References, #7 (Page 2) The solicitation requests that vendors provide access to Comptroller General Non-Labor Decisions that contains the full text of appropriations decisions dating back to the 1820s. This vendor notes that the Office of the Comptroller General was not established until 1921. As such, is it a correct understanding that the VA is requesting Comptroller General Non-Labor Decisions dating back to the 1920s? Response 5: Yes, the year should read 1920s Question 6: Deadline Extension The solicitation states that the deadline for submitting responses is January 3, 2018. Given the holiday weekend and the need to ensure that offerors have an adequate opportunity to review the answers to questions and prepare their best response to meet the needs of the VA, this vendor respectfully requests that the VA extend the deadline for submitting responses to three (3) business days after written answers to all submitted questions have been provided to vendors. Will the VA consider extending the submission deadline? Response 6: The submission deadline was previously extended to 1/12/2017 due to the response time for the questions. This sources sought notice will not be further extended.
