Description

1. Agency and Contracting Activity Identification: The National Cemetery Administration ( NCA), Pacific District, 1301 Clay Street, Suite 1230 North, Oakland CA 94612-5209, as directed by the NCA Santa Fe National Cemetery will enter into a Purchase Order that requires justification for other than full and open competition procedures. 2. Nature of Acquisition Being Approved: Santa Fe National Cemetery requires Emergency Irrigation repairs. Award shall be made through other than full and open competition to Rogers and Company, due to the urgent and compelling need of the NCA Santa Fe National Cemetery. 3. Description of Requirement: The awarded contractor is to provide emergency irrigation Repair services. The period of performance shall be from January 09, 2018 through February 28, 2018. The estimated cost is $33,480.21. 4. Statutory Authority Permitting Other Than Full and Open Competition: The Services are being procured under the authority of 41 U.S.C. 253 (c) (2), FAR Part 6.302-2(a). 5. The Nature of the Acquisition Requires Use of the Authority Cited: FAR Part 6.302-2(a) When the agency s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided. Market research indicates that there more than one companies that provide roofing repair services. However, Rogers and Company is the only contractor that can immediately provide the repair service as they are familiar with the irrigation system because they are the company that installed the system. If this emergency requirement is competed, this will prolong the needed repair service, which may significantly damage government property because of water waste. Based upon the reasons stated above, this requirement is urgent and compelling. Award shall be made to Rogers and Company for irrigation repair. 6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. A notice shall be posted in accordance with FAR part 5 procedures. 7. Anticipated Cost: The anticipated cost should be fair and reasonable to the government based upon comparative service pricing from past competed requirements. 8. Results of Market Survey: Market research indicates that many companies are able to provide the service. However, immediate service is needed at this time to provide a one-time purchase order to repair the cemetery facility roof. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. See Items 5 above. 10. Any Other Interested Sources? There are no other sources that have expressed an interest to date. 11. A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: It is not anticipated that any subsequent requirement will be needed by the Government. 12.
