- Synopsis: The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed price proposal for this project. This announcement is for Gate rehabilitation including all components of the Tainter gate system of the Detroit Dam located at Detroit, OR. Project Scope: The initial objective of this project is to fully rehabilitate a minimum of two gates at Detroit Dam and restore capability to pass the largest flood of record at the project and/or the 1996 flood event. Associated electrical and mechanical components will be rehabilitated or replaced for all six gates to ensure common components and reduce long term maintenance costs. Bring all fall restraint and protection systems up to current standards and install secondary containment around all oil and grease containing equipment to protect waterways from contamination. To ensure reliability of the spillway gate power system, the emergency diesel generator and its ancillary equipment will be evaluated. The associated power distribution switchgear will be replaced. The long term goal for this project is to fully rehabilitate both the gates to provide the full flood storage capacity for the reservoir. Gate rehabilitation includes all components of the Tainter gate system - • Strengthening hydraulic steel structures by adding cover plates and stiffeners on selected ribs of the Tainter gates • Replace wire ropes and their gate connection assemblies, thrust washers, seals and components as necessary • Replace hoist equipment, install load limiting devices, and re-design the brake system to be either redundant or rated for continuous duty • Repair/replace/re-conductor electrical gate control equipment (in particular, replacement of the electrical control panels for each gate) • Update gate operation warning system and signage in accordance with EC-1110-2-6071. Include installation of camera(s) and connection to security system at the tower. • Repair/replace all damaged or missing hand rails, guard rails and fall protection equipment to bring up to current EM385-1-1 standards • Install secondary oil containment systems around all oil or grease containing equipment that is near water or can drain into the dam sump (including trunnion bearings, intermediate shaft bearings, parallel gearboxes, worm drives, equipment in the tower, etc.) • To increase the reliability of the power system, the diesel generator and all of its ancillary equipment will be evaluated and replaced as needed, including the ventilation, batteries, battery charges, cooling water valves, piping, fuel tank (will be double wall with spill proof re-fueling), alarms and status to SCADA and local annunciation. A load analysis will be performed to ensure the diesel is adequately sized. • The intake switchgear will also be replaced to increase the reliability of the power system including all the breakers, any contactors, transformers, PT's and CT's. A load shedding scheme and/or soft starts should be considered to prevent strain and tripping the diesel. • Replace/upgrade local indication at the gates and install staff gauges on all gates as backup to the local indication per EM 1110-2-6071 • Replace limit switches to improve reliability The initial project scope is to fully rehabilitate a minimum of two gates at Detroit Dam to current design standards and repair/replace hoist equipment and electrical gate control equipment for all six gates. As funds become available, the structural components of the remaining gates will be rehabilitated. In addition, the lack of stop logs exposes the project to increased risk during construction. Gate operations during construction shall be investigated as part of the scope. Magnitude of Construction: The estimated cost of the project is between $5,000,000 and $10,000,000. Set Asides and Codes: This will be procured as a total small business set-aside. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction. The Small Business Size Standard $36.5M. The FSC is Z1KA - Maintenance of Dams. Proposal Procedures: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Proposal Period: The solicitation is scheduled for release on or about 25 January 2018. The tentative date for receipt of proposals is on or about 09 March 2018. Plans and Specifications: The solicitation will also be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEBORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
