- This announcement constitutes a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry and will ONLY be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers has been tasked to solicit the interest of prospective offeror(s) for a potential fiscal year 2018 award of the aforementioned project. The purpose of this synopsis is to gauge interest, capabilities, and qualifications of members of the Dredging Community, as well as subcontractors who may be interested in subcontracting opportunities available for this project. The Government must ensure there is adequate competition amongst the potential pool of respondent contractors. The proposed project will be a Firm Fixed Price (FFP) contract using FAR 15.101, Best Value Continuum, Tradeoff Method. The Jacksonville District of the US Army Corps of Engineers (USACE) has a new requirement for deepening a portion of the Jacksonville Harbor Channel as part of the Jacksonville Harbor 47' Deepening Project. The project includes deepening the Jacksonville Harbor from the previously authorized depth of -40' Mean Lower Low Water (MLLW) to -47' MLLW (plus 1' required and 1' allowable over-depth), two new turning basins, and widening select reaches to safely accommodate Generation 2 and 3 Post-Panama Vessels. The channel deepening has been broken into four separate contracts. Contract A consists of dredging mostly poorly graded quartz sand, sand with silt, and silty sand with varying amounts of sand to gravel-sized shell, including oyster shell. Contracts B through D consist of dredging of sand, silt, gravel, limestone rock, sandstone rock, and siltstone. This acquisition addresses only Contract B, which consists of a base contract with one option. Contract B includes removal of all material, including any material within the existing prism, to accommodate the current authorized depth of -47 feet MLLW for approximately a 5 mile reach of the St. Johns River federal channel. The contract will include a base with one option. The award will be made using a Firm Fixed Price contract based upon Best Value Continuum, Tradeoff Method (FAR 15.101). The period of performance of 1,804 calendar days is based on the average production rate of 95,000 cubic yards of payable dredged material per month (60 months projected) using the combination of a cutter suction dredge and clamshell. The current estimated volume of material to be removed under the contract is 5.7 Million Cubic Yards (MCY). An environmental dredging window is not applicable to this contract. The type of dredge utilized in the construction is not dictated in the specifications. Coast Guard Certification is required. This contract covers approximately 5 river miles of dredging marine sediment which includes sands, silt, gravel, and limestone rock to the required depth within the defined dredge prism, including channel wideners and all associated slopes. Blasting will not be allowed for this contract. This is based on the validated strengths of rock in the channel and further verified through market research with and industry day previously held in February 2017. All dredged materials will be placed in the Ocean Dredged Material Disposal Site (ODMDS) located approximately 7 nautical miles from the mouth of the St. Johns River. Multiple release zones exist within the ODMDS to allow for segregated placement of channel material. The ODMDS disposal received EPA Section 103 authorization in October 2015. The Jacksonville District of the US Army Corps of Engineers (USACE) plans to solicit and award the Jacksonville Harbor Channel Deepening - Contract B Base and one Option. The contract will include the dredging requirements for multiple acceptance sections, while the option will allow for the dredging requirements of the remaining sections.. All dredge material will be placed in the Ocean Dredge Material Disposal Site (ODMDS) located approximately 7 nautical miles offshore from the mouth of the St. Johns River. The estimated period of performance is 1,804 calendar days.
