- Description
- The Missile Defense Agency (MDA) intends to issue a sole source contract action to The Boeing Company, Missile Defense Systems, Huntsville, AL (Boeing). MDA received funding to: accelerate the Redesigned Kill Vehicle (RKV) development, design and delivery; emplace an additional 20 silos for Missile Field 4 (MF4) at Fort Greely, Alaska; and, fabricate and assemble an additional 20 Ground Based Interceptors tipped with RKVs for deployment to MF4. MDA's initial capability deployment date for these additional ballistic missile defense capabilities is December 31, 2021 with a Technical Capability Declaration (TCD) date of December 31, 2023. MDA will award the proposed action by contract modification on a sole source basis to Boeing, pursuant to the authority of FAR 6.302-1(a)(2)(ii). The resulting contract modification to MDA's Development and Sustainment Contract (DSC) (HQ0147-12-C-0004) is for highly specialized supplies and services where it is likely that award to any other source would result in unacceptable schedule delays in fulfilling the Agency's requirements. Boeing is the incumbent source for the Ground-Based Midcourse Defense (GMD) system with the institutional technical knowledge critical for successful completion of the DSC. MDA's acceleration requirements for GMD include critical program execution linkages that interact between and mutually support accelerated RKV capabilities and the ground systems support infrastructure and thus are non-severable. Additionally, the ground systems activities MDA will be extending are necessary to avoid inefficient sharing of missile field assets at Fort Greely among multiple contractors for operating, integrating, sustaining and maintaining currently available facilities.
