- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a Cost Plus Fixed Fee (CPFF), single award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract on an 8(a) Small Business Set-aside in accordance with FAR Subpart 19.8. This procurement is not being solicited on a full and open competition basis; it is a set-aside to be competed among small businesses in the 8(a) program. The contract will provide engineering services that will involve Systems Engineering Services, Test and Evaluation (T&E) services, Instrumentation Services, Logistics and Life Cycle Management Services, and Management Services. The purpose of the services outlined in the Aegis Engineering Services Statement of Work (SOW) is to provide objective evaluations for the Aegis Weapon System (AWS). The SOW associated with the proposed procurement will define the tasks to be performed by the contractor to provide Systems Engineering and Technical services as defined in FAR Part 37 in support of Naval Surface weapons programs including Air Defense Warfare (ADW) and Surface Warfare (SUW) T&E operations and associated fleet weapons training exercises under the cognizance of NAWCWD Point Mugu, CA. The systems applicable to this contract include Naval surface weapons systems, shipboard launch and control systems, tactical data systems, and requirements analysis for Navy standard and Aegis unique full- and sub-scale aerial targets and surface targets including surrogate threat target systems required to support range operations and test. PROCUREMENT TYPE This is an 8(a) Small Business Set-Aside under NAICS 541330. Companies that do not meet the definition of 8(a) Small Business Concern under NAICS 541330 will not be considered. Current NAICS Size Standards can be found at www.sba.gov. The Government contemplates a single award, IDIQ contract with a period of performance of five (5) years. The Government anticipates award in approximately the fourth (4th) quarter of Fiscal Year 2018. The estimated total level of effort is approximately 81,800 hours. A technical data package with Controlled Unclassified Information (e.g.: SOW & CDRLS) will be created and associated with the RFP on FEDBIZOPPS (www.fbo.gov). The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 31 January 2018. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Written responses shall be submitted by e-mail to the point(s) of contact listed below no later than 15 days from this notice date. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO.
