Description
The solicitation is for a Construction Management Services contract for the NAVFAC Pacific area of responsibility. The work will primarily be performed in the Marianas region of operation (Guam, Tinian, Pagan, Palau, Chuuk and Australia); including Oahu. The solicitation will be solicited as Small Business Set-aside. The North American industry Classification System (NAICS) Code for this procurement is 236220 and the annual size standard is $36.5 million. The Government intends to award one (1) Indefinite-Delivery/Indefinite-Quantity, Firm-Fixed-Price (FFP) contract. The contract will support construction projects and associated effort undertaken by NAVFAC Marianas and NAVFAC Pacific for the Marianas Area of Responsibility to include the Defense Policy Review Initiative (DPRI) program and its customers located within the NAVFAC Pacific mission areas. Construction Management efforts will include supporting the approximately $8 billion buildup and relocation efforts. Anticipated construction management services, to be ordered via task orders, include, construction contractor schedule review, design technical support, construction safety oversight, environmental and cultural resources compliance oversight, smart grid coordination, coordination of project managers and design engineers working on multiple projects, commissioning services, project risk analysis, information technology/communication project coordination, and drone operations, and will require providing the services of program coordinator, construction oversight engineers, quality assurance engineering technicians and other technical specialists. Construction projects to be managed shall generally be new construction, military construction and possibly Sustainment Restoration Modernization (SRM) projects throughout the life of this contract. The contract period of performance is anticipated to consist of one (1) 12-month base period and four (4) 12-month option periods for a total maximum duration of 60 months. The Government will not issue a synopsis when exercising the option(s). Offerors can view and/or download the solicitation, and any attachments, at https://neco.navy.mil/ when it becomes available. All responsible sources may submit a proposal in response to the solicitation, which shall be considered. The solicitation will utilize source selection procedures that require offerors to submit a technical proposal and a cost/price proposal for evaluation by the Government. Award of a contract shall be made to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government, cost/price and non-cost/price factors considered. The anticipated technical evaluation factors are as follows: (1) Past Performance; (2) Occupational Safety; and (3) Staffing and Resources. The Government intends to award the contract without discussions in accordance with FAR 52.215-1. However, the Government reserves the right to conduct discussions if deemed necessary to obtain the best value for the Government. The solicitation will be issued on or about 15 days from the date of this notice. The solicitation will be posted on the Navy Electronic Commerce Online website at https://neco.navy.mil/ on or about January 25, 2018. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. Paper copies of the solicitation will not be provided. IT IS THE OFFEROR ™S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AMENDMENTS AND OTHER INFORMATION PERTAINING TO THIS SOLICITATION. Once the solicitation has been posted, all technical/contractual questions must be submitted in writing to: ACQ2@navy.mil. In the email, please clearly indicate your company name, section, and paragraph number of the solicitation. All offerors must be registered in the System for Award Management (SAM) website (https://www.sam.gov) to be considered for award of any United States of America, Department of Defense contract.
