Description
This acquisition constitutes a Planned Sole Source follow-on Contract with Smith-Root, Inc. for the operations and maintenance (O&M) of pulse-generating systems and computer control systems at the Chicago Sanitary and Ship Canal Aquatic Nuisance Species Dispersal Barriers System, Romeoville, IL By way of this Notice and in accordance with the provisions of FAR 6.302-1, the Chicago District, US Army Corps of Engineers announces its intention to award a sole source follow-on contract to Smith-Root, Incorporated (SRI) of Vancouver Washington for the purpose of operating and maintaining the pulse-generating systems and associated computer control systems at three Corps-operated electric fish barriers (Demonstration Barrier, Barrier IIA, Barrier IIB) on the Chicago Sanitary and Ship Canal in Romeoville, IL. By way of this planned contract, SRI will be required to furnish all necessary management, personnel, services, tools, meters, parts, materials, supplies, and equipment required to operate and maintain Demonstration Barrier I, Barrier IIA, and Barrier IIB. This includes monitoring, maintaining, and repairing the pulse-generating systems, telemetry control systems, and other necessary support systems. Monitoring is to be provided 24 hours/day, 7 days/week. Various scheduled maintenance events will occur on bi-weekly and quarterly schedules. SRI is the only responsible source for this contract because they are the only source that has the existing knowledge to operate and maintain all parts of the barrier systems and to provide the control system data deliverables. The fish barrier system is a unique combination of specialized components and controls that were constructed and commissioned by SRI under previous contracts. SRI has technical personnel with specific experience in the operation, maintenance, and repair of these pulse-generating systems and has successfully maintained them in the past. Additionally, SRI built each of the existing barriers to be operated and maintained under the proposed contract and developed and installed the system to control pulsing the barriers that is called the Fish Barrier Telemetry Control System (FBTCS). To date, SRI has no authorized providers for O&M of their barrier systems. The pulse-generating control system is mission critical for all Barriers. The purpose of the barrier is to stop the movement of fish. This means that it must operate continuously without any break in service. The pulses of DC current transmitted to the water are what deter the fish. If pulse generation strays from its specified parameters or stops entirely, the barrier becomes ineffective. Variation of the electrical parameters outside of specified ranges could also lead to electrical safety hazards for operators stationed at the barrier. Therefore, the performance of the pulse-generation control system is crucial to both project effectiveness and project safety. The O&M of the barrier is integral to such effectiveness and safety. In particular, since this is an extensive, complex, and highly energized system, it cannot run efficiently for any extended period of time without engineers and technicians who know how to operate and maintain it. Such continuous and flawless operation is critical because the Barrier cannot be breached, for even a few minutes, by invasive species. The planned contract will comprise of 1 year of services (Base Period) with 2 six-month option periods. A firm-fixed price contract is contemplated for this procurement. This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms may send a capabilities statement NO LATER THAN January 26, 2018.
