Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for proposed maintenance dredging of the Plymouth Harbor Federal Navigation Project (FNP) in Plymouth, MA. This announcement is to determine interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns for this project and to request comment from ALL potential bidders on the appropriateness of the proposed Definitive Responsibility Criteria addressed below. The project is planned to be solicited on or about June 2018. The estimated construction cost is between $10,000,000 to $15,000,000. The Plymouth Harbor FNP consists of: a 12,450-foot-long by 200-foot-wide by 18-foot-deep (MLLW) main channel (which is maintained to 15 feet); a 1,025-foot-long by 150-foot-wide by 15-foot-deep (MLLW) channel extension; a 15-foot deep (MLLW) turning basin; and an 8-foot-deep (MLLW) by 60 acre anchorage. The proposed solicitation would consist of dredging approximately 385,000 cubic yards (cy) of fine sand, silt and clay to remove shoals from the channels, turning basin, and anchorage, with placement of the dredged material at either the Mass Bay Disposal Site (MBDS), or the Cape Cod Bay Disposal Site (CCBDS). Additionally, the Government contemplates inclusion of Definitive Responsibility Criteria (similar to the below) in the resulting solicitation. The Government welcomes industry comments on whether the below criteria are appropriate and achievable. Interested firms should demonstrate their project experience, within the last ten years, in the following requirements: • Dredging by mechanical means in coastal waters with depths of 15 feet or less, demonstrating a minimum production rate of 100,000 cubic yards in one consecutive 30-day period. • Experience in placement of dredged material at an ocean placement site, in a northern climate, during the months of October through January. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), type of equipment the firm is proposing to use on the project, and two (2) example projects performed in the last ten (10) years (including Points of Contact for those projects) showing experience with the proposed equipment at the production rate listed above. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due by February 9, 2018. Responses should be submitted electronically to Elizabeth Glasgow at Elizabeth.K.Glasgow@usace.army.mil. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.
