- Tooele Army Depot has a requirement for on-site performance of sensitivity and reactivity testing services of propellant, explosives and pyrotechnic (PEP) materials and/or articles. Testing will include laboratory-scale, small scale and full scale. Testing shall be directed and witnessed by explosive test personnel approved/certified by the Associate Administrator of the U.S. Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) to examine and make recommendations concerning explosives/energetic material in accordance with 49 CFR 173.56(b)(1). Interested offerors should be aware that Material Characterization Testing is required; the Department of Transportation certification requirement is ten years experience for the conduct of the described testing. **REQUIRED EQUIPMENT, AS LISTED BELOW, FOR THE FULL RANGE OF REQUIRED TESTS SHALL BE PROVIDED BY THE CONTRACTOR AND SHALL BE LOCATED AT THE TOOELE ARMY DEPOT TESTING SITE FOR THE DURATION OF ANY CONTRACT AWARDED** THE CONTRACTOR SHALL BE RESPONSIBLE TO PROVIDE REQUIRED STORAGE ACCOMMODATIONS FOR THE REQUIRED EQUIPMENT.** **THE GOVERNMENT WILL NOT FACILITIZE THE CONTRACTOR FOR THE COSTS OF THE REQUIRED EQUIPMENT OR FOR THE STORAGE ACCOMMODATIONS FOR THE REQUIRED EQUIPMENT.** Any contract awarded for the required services will be a 'requirements-type' contract as described at FAR 52-216-21. For any test equipment designed and fabricated by the contractor for use under task orders issued against any requirements contract for the required services, the contractor will make available to the Government, and grant the Government the right to use without restriction, all drawings, specifications, or other data necessary for fabrication and operation of said equipment. Equipment Required: *Allegany Ballistics Laboratory (ABL) Friction Machine -Test apparatus that simulates friction stimuli and generates inprocess characteristic curves for explosive materials. Also valid for UN Test Series 3 Friction Testing. *ABL Friction Machine Tooling- Inventoried/spare friction plates/wheels in order provide fluid non- stop testing for large projects. *Modified Bureau of Mines (MBOM) Impact Machine- Test apparatus that simulates impact stimuli and generates inprocess characteristic curves for explosive materials. Also valid for UN Test Series 3 Impact Testing. *MBOM Impact Machine Tooling- Inventoried/spare impact anvils/inserts for various tooling (Type 12, MBOM, BOE) in order provide fluid non-stop testing for large projects. *ABL Electrostatic Discharge (ESD) Machine- Test apparatus that simulates ESD stimuli and generates inprocess characteristic curves for explosive materials. *ABL ESD Machine Tooling- Inventoried/spare sample holder/needles in order provide fluid non-stop testing for large projects. *BAM Friction Machine- Test apparatus that simulates friction stimuli and generates relative comparison data for explosive materials. Also valid for UN Test Series 3 Friction Testing. *BAM Friction Machine Consumables- Inventoried/spare plates/pins in order provide fluid non stop testing for large projects. *Cabinets, tables, lockers, explosive magazine- Prep Bay 3 - storage cabinets, lockers, prep tables, day explosive magazine. *High Speed Camera System- GoDetect - high speed camera detection system, proprietary current trigger, photoelectric sensors on equipment, custom camera mounts for equipment. *Roller Tool Boxes w/ Tools- (2) large roller tool boxes filled with tools, power tools, temperature gun, weather meter, assortment of tools. *Bay 2 - Sensitivity Lab- Construction of sensitivity lab (HVAC, sheetrock, paint, humidity control, Air Evacuation Fan, rollup garage door, grounding system). *Prep Tables- Table for ESD Machine, material prep tables. *Microtome- Used to cut cast propellant to specified thickness. *TV's- (3) TV's & mounts for remote viewing of testing. *High Voltage Voltmeter Voltmeter for calibrating ESD machine (10K volts). *Gas Analyzer- CO, CO2, Nox gas detection system (including custom enclosures for equipment) for sensitivity testing. Thermal Lab *SBAT/VTS- Simulated Bulk Auto-Ignition Apparatus & Vacuum Thermal Stability includes Data Acquisition's (DAQ's). *Ovens- Programmable ovens for Thermal Stability Testing (UN Series 3/4). *Thermal Lab Construction- Roofing, paint, slide-up door, circulation fans (completion of building). *Bldg. 1378- HVAC System. *Koenen Apparatus- UN Series 1/2 test apparatus. *Koenen Consumables- Inventoried/spare collars, orifices, and Koenen tubes in order provide fluid non-stop testing for large projects. *Time/Pressure Apparatus- UN Series 1/2 test apparatus and ancillary equipment. *Koenen Metal Enclosure- Enclosure to house Koenen apparatus during testing. *Metal Enclosure- Exclusion from Class 1 enclosure for measuring smoke output. *UPS- Units Uninterrupted Power Supplies (6). *Laptops- (4) for SBAT/VTS, Ovens. *DAQ Modules- (3) Data Acquisition for ovens. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions.
