- PRESOLICITATION NOTICE Hampton VAMC Project 590-16-108 Replace Natural Gas Line The Department of Veterans Affairs, Hampton VA Medical Center, 100 Emancipation Drive, Hampton, Virginia, has a requirement for a contractor to provide all labor, tools, equipment, transportation, materials, incidentals and qualified supervision for Project 590-16-108, Replace Natural Gas Line at the Hampton VA Medical Center, Hampton, Virginia. All work performed must meet all applicable codes and regulations and be in strict accordance with the contract drawings and specifications, to be provided with the solicitation, when/if released. The period of performance is anticipated to be 180 calendar days from the receipt of the Notice to Proceed (NTP) for the entire project. The estimated magnitude of construction is between $500,000 and $1,000,000 (see VAAR 836.204). The applicable NAICS code is 237120, Oil and Gas Pipeline and Related Structures Construction, with a SBA size standard of $36.5 million annual revenue. The scope of work for this project will include the following: Replacement of the existing natural gas line throughout the campus. Removal and or abandoning of gas lines and meters as indicated in the contract documents. Associated boring and or trenching to provide new gas lines throughout the campus. Installation of new gas meters, valves and tie-ins, and capping of lines as indicated. Coordination of regulator work required in occupied kitchen floor. The repair and replacement of any site work disturbed during the construction. Erosion/sediment control. Traffic control during road closures. This requirement will be solicited under a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. Prospective contractors must be registered in CVE VetBiz in order to be considered (see https://www.vip.vetbiz.gov/). The solicitation, including specifications and drawings, will likely be available on or around Friday, January 25, 2018. The specifications, drawings and any amendments and notices, if any, will be posted on this web site. The due date for proposals will be not less than 30 days after issuance of the solicitation, with the actual timeframe to be determined at time of solicitation release. Location, time and date, and points of contact for the site visit will be identified in the solicitation. This notice is for informational purposes only and is not an Invitation for Bids (IFB) or Request for Proposals (RFP). The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation.
