Description
Synopsis: The Veterans Affairs Medical Center, Boise ID (VAMC) and the Veterans Integrated Service Network 20 Optical Fabrication Laboratory (VISN 20 OFL) has an ongoing program to furnish eyeglasses to those veterans that require them and are eligible for assistance. This requirement is for all lens materials, labor, equipment and transportation required to provide complete ophthalmic lenses using VISN 20 OFL provided frames for beneficiaries of the Department of Veterans Administration, VISN 20 OFL. Contractors shall be capable of providing a diverse array of requirements including processing glass lenses of all types and styles, Slab Off lenses of all types, styles, and materials, AR coatings, Mirror coatings, High power lenses (powers above +/- 10D) of all types, styles, and materials, and High prismatic lenses (powers above +/- 4.5D) of all types, styles, and materials at a reasonable price. Regular orders in all materials and powers may be processed in an overflow capacity if the VISN 20 OFL goes into a backlog status. Market research for this requirement determined that a 100% set-aside for small business could be met. The VA contemplates awarding one but reserves the right to award multiple IDIQ contracts to small business concerns if the Government deems it advantageous. To be compliant with 38 U.S.C. 8127 (AKA Kingdomware), the evaluation will use a cascading order of precedence. All Offerors must be registered in SAM at http://www.sam.gov, to be eligible for award. NAICS 339115 applies with a size standard of 1000 employees. To receive e-mail notification of amendments, you must register in FedBizOpps. Offerors are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time of bid opening. The estimated solicitation issue date is January 16, 2018.
