THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, and the small business size standard is $7.5M. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service Disabled Veteran Owned and Veteran Owned Small Businesses must be registered and verified in the Department of Veterans Affairs Vendor Information Pages (VIP) (See Internet Site https://www.vip.vetbiz.gov/). Brief Description of Services The contractor shall furnish tools, equipment, materials, labor and transportation, quarterly maintenance services for POWEREX Control Air, Medical Air, Lab Air, and RIETCHLE medical and Lab Vacuum Units as well as other Brands such as INGERSOLL RAND, NASH, BUSCH, QUINCY, WESTWARD, SPEEDAIRE, ATLAS COPCO, and MEDAES at the Veterans Affair Palo Alto Health Care System. Contractor Qualification Because these systems involve Critical Care Equipment and patient health and safety issues and provide breathable air or vacuum for ventilators in OR s, ICU s, Medical and Post Surgical wards and the ER s the following requirements are necessary: Contractor shall be trained to work on POWEREX and RIETCHLE Medical Air and Vacuum systems. Contractor shall be a certified POWEREX and RIETCHLE dealer with approved POWEREX and REITCHLE factory training certificates Contractor shall furnish only OEM repair parts for repairs or replacement to maintain warranty service. Each mechanic furnished by contractor should have a minimum of 5 yrs experience dealing with Medical Vacuum and Medical Air compressors and components and should understand health and safety hazards surrounding these critical care components. Certificates of training from POWEREX and RIETCHLE should be made available. PAD Contractor Specific Tasks: The Contractor shall provide quarterly maintenance to the equipment listed in paragraph 3. Contractor shall change oil and filters; replacement oil shall be Qyn/Sin synthetic oil to maintain warranty Contractor shall change regulators, air filters (internal and external) Etc. to maintain air quality Contractor shall monitor and change drive belts as required Contractor shall troubleshoot and maintain pressure regulators (internal and external) and make repairs as necessary with OEM parts Contractor shall repair control panels and alternators/timers/electronic devices contained within panels to maintain proper operation Contractor shall provide a written report and documentation both hard copy and electronic quarterly for all service and repair work Contractor shall track operational hours of each unit and schedule quarterly maintenance for each unit; contractor shall give one week notice to schedule upcoming work Contractor shall clean up and dispose of all waste generated by oil and filter changes and through mechanical repairs and labor. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. (g) List of Projects (Government and Commercial) that are similar in scope and size. (h) Anticipated Teaming Arrangements (if any) (i) GSA Contract Number if applicable. (j) Copies of training certificates as identified above under Contractor Qualifications Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its business type decision.
