- Disclaimer The Department of Veterans Affairs is conducting market research to assess industry capabilities and identify competitive sources able provide preventive maintenance and inspections service on four (4) Lochinvar Crest boiler units, model FBN2001. The units are located at the Joint Ambulatory Care Center, 790 Veterans Way, Pensacola, FL 32507. All information received in response to this notice marked proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted in response to this notice may be used in development of the final work statement, cost estimates or terms and conditions of the actual solicitation. The anticipated NAICS code is 811310 Commercial and Industrial Machinery and Equipment (Except Automotive and Electronic) Repair and Maintenance. Any ensuring set-aside- determinations will be based once market research efforts are complete. Submit responses via email to the Contracting Officer by noon (CT) Friday January 12, 2018. The Subject Line should read: 36C25618Q9116 Boiler Maintenance Sought Response Equipment Model: FBN2001 Total Units: 4 Pricing: All inclusive, firm fixed price Work Scope as Follows: Furnish all labor, tools, materials and equipment, necessary to perform the following: Remove, clean and inspect burner and replace all gaskets. Clean and inspect stainless steel heat exchanger and interior/exterior cabinets. Will inspect for any cracks, warpage and signs of leakage. Burner spark ignitor and flame sensors will be replaced with new parts. Condensate Neutralization reservoir will be cleaned and inspected for cracks and replaced with new neutralization media. Inspect the condensate drain line, vent line, condensate PVC fittings and condensate trap. Flush condensate trap with water. Combustion fans will be inspected for dirt/dust build up on fan blades and will be cleaned if necessary. Crest boiler will be test fired. During this process, each gas valve will be tuned in accordance with Lochinvar Crest I&O manual to ensure fuel/air mixture meets factory specifications for maximum boiler efficiency. Flu gas combustion analysis will be performed. O2, CO and CO2 will be monitored and adjusted as needed to meet factory specifications. 9) Pressure relief valve will be tested while boiler is fired to confirm proper operation, and ensure that valve re-seats as designed preventing any water leak by. Low water cut off (LWCO) will be tested along with all other electronic safeties, i.e. gas switches, air switches, blocked condensate switches. All control parameters and run hours will be reviewed by technician. Tech will adjust any settings and set points to achieve longer boiler run times at a lower modulation to promote boiler efficiency and longevity of boiler life. Technician will provide boiler service report. This will include write up and recommendations for any discrepancies that were found. All maintenance will be performed with in Lochinvar s recommended maintenance guidelines as noted in PG s 57-61 of the Lochinvar Crest I&O Manual. Clean work area, notify customer upon arrival and discuss findings with customer. Place boiler back into normal operation. Check all wiring for burnt or loose connections. NOTE: This Annual PM will include any normal wear and tear parts being replaced such as gaskets, flame sensors/ignitors. If any additional parts are needed that is not a normal wear and tear item (i.e. burner, relief valve) then an additional cost will be quoted separately. Specific Questions to Industry: Can your company provide the service? What is the socio-economic status of your company? How far away from the JACC facility is your company located (approximate miles)? Will your company subcontract any portion of the work? If so, how much? (approximate percentage in terms of labor dollars)? Does your company offer these services on GSA, NAC or any other IDIQ contract? If so, what is the contract number? What specific training, qualifications or certifications do your technicians have that make them competent to work on this equipment? Can you provide proof that your staff is fully trained and competent to provide this service? Provide a description of your quality control process. Does your company provide the service at other VA or other government facilities? If so, please provide contract & contact information. What is the anticipated price based on the anticipated work scope (per unit, per service interval)?
