Description
THIS IS AN AMENDED PRESOLICITATION NOTICE 161-18-R-XXXX1. It piggy-backs off of the initial Source Sought Notice of 17-161-SS-00001 on 18 September 2018 in order to conduct valuable Market Research. The requirement is a 100% Small Business set-aside solicitation that is intended to be issued on or about 20 January 2018 and shall remain open for approximately 30 days. The Indian Health Service area for this requirement is within the Northern District of the Nashville Area of the Indian Health Service, Sanitation Facilities Construction Branch, Office of Environmental Health and Engineering. Specifically, the Field Offices encompassed in five states, but broken down into three (3) areas: Maine, New York, and Southern New England (i.e., Massachusetts, Rhode Island and Connecticut) - to include incorporating the Tribal members found within each area. It requires the Contractor to furnish the following items: all necessary costs associated with hired labor: wages, benefits, supplies, materials, equipment (and the constant need to update them), transportation, travel, etc., as well as follow applicable local and Tribal regulations. Additionally, the requirement itself includes the services of Engineers within the Northern District of the Nashville Area with a Professional Licenses in Maine, New York, Massachusetts, Rhode Island as well as Connecticut to provide needed Engineering Services and Surveying Services. Additionally, Engineering Technician Services for the Mashpee, Manlius and Bangor Field Offices are in need for the following areas of expertise: 1) Drafting Support using AutoCAD Civil 3D, 2) Inspection Support, and 3) Site Evaluation support. The type of work performed will under a multiple award type contract in nature labeled as Engineering and Technical Support Services. The applicable NAICS code is 541330 Engineering Services. Subsector 54 - Professional, Scientific and Technical Services, having a size standard of $15 million. Preference will be given to Native Owned Firms. Details of the preference will be discussed in Section L of the Solicitation. Offerors submitting a qualification package must have an active and valid registration in the System for Award Management (SAM). Registration may be completed at https://www.sam.gov. This procurement will follow the procedures established under Public Law (PL) 92-582 (i.e., the Brooks Act), Federal Acquisition Regulation (FAR) Parts 15 and 36.6. The selection process will consist of the initial evaluation of the SF-330s' and determination of the highest rated firms to move into discussions. All firms not selected will be notified. After discussions have concluded, up to three (3) of the most highly rated firms selected will receive the solicitation for pricing and subsequent price negotiations. The A-E firm shall assist the Indian Health Service (HIS) in providing professional design and engineering services. The resultant contract(s) is/are intended to be a base year and up to four (4) one-year option periods. Point of Contact: Mr. Robert S. Proposals will be due approximately 30 days after issuance of solicitation. This notice is for informational purposes only and is NOT a request for submission of offers. No other information is available until issuance of the solicitation itself. No bidder list is maintained. All potential bidders should register with Federal Business Opportunities if interested in this forthcoming acquisition. The official SAM website is located at https://www.sam.gov. Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
