Description

The Department of Veterans Affairs intends to negotiate and award a sole source contract to Biomerieux Inc., 100 Rodolphe St., Durham, NC 27712 under the authority of FAR 6.302-1 Only One Responsible Source. The period of performance is for a 12-month period (base year) and four each option years (renewable yearly). The NAICS code is 811219. This notice is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Scott Morrison at the email address below by 10:00 AM Eastern Standard Time on November 30, 2017. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, the VA will proceed with the sole source award to Biomerieux Inc. The anticipated award date of this requirement is 09 January, 2018. No collect calls will be accepted. The purpose of this requirement is for BioMérieux VITEK Mass Spectrometer Service and Maintenance for the Department of Veteran Affairs (VA) Sioux Falls VA Health Care System (SFVAHCS) located in Sioux Falls, South Dakota. 2. The SFVAHCS is located at 2501 W 22nd St., Sioux Falls, South Dakota, 57105. 3. SCOPE OF WORK a. Provide all tools, test equipment, original equipment manufacturer parts, labor and transportation to implement a multi-year full service agreement on the Vitek MS Plus Low Usage, located at the Sioux Falls VA Health Care System (VAHCS). This plan covers manufacturer s recommended preventative maintenance (see above), all labor, all travel, expenses and all parts for an unlimited number of on-demand service visits and telephone support calls around the clock. All product hardware enhancements shall be included at no additional charge. i. On Site Coverage from 7:00 am to 7pm, 7 days a week. b. Work includes, but is not limited to: Periodically performing preventive maintenance, thoroughly inspecting and testing the Vitek Mass Spectrometer System at the SFVAHCS; adjustments to and effecting repairs and replacing parts and keeping existing system software current with manufacturers recommendations. i. Annual Preventative Maintenance (PM) will be due in January of the Contract Period of performance. c. Normal service requirements under this contract consist of scheduled preventive maintenance inspections, adjustments and repairs, as specified herein, along with scheduled contractor maintenance in response to service calls made by the SFVAHCS to the contractor due to a partial or complete system or subsystem failure which requires the contractor to respond within a specified time frame to make needed repairs/adjustments to the system. d. Within 24 hours of award of contract, the contractor shall provide, in writing, to the Contracting Officer the name, title, address, and telephone number of the contractor s representative. The contractor shall provide a single point of contact for all maintenance support required under this contract. The contractor will also provide a list of parts to keep on hand for the equipment. When this individual is on leave of any kind, the contractor shall provide an alternate point of contact. EQUIPMENT COVERED.
