- This announcement constitutes a Notice of Proposed Contract Action for a non-competitive acquisition in accordance with FAR 6.302-1. The United States Army Corps of Engineers, Vicksburg District intends to award on a sole source basis under the authority of FAR 13.106-1(b)(1)(i) to The Oilgear Company, of Milwaukee, Wisconsin. As the original source, Oilgear has the specific expertise and specialized knowledge that uniquely qualifies it to repair/rebuild the Oilgear winch motors. Oilgear has been identified as the only entity with project-specific knowledge and experience that can satisfy the requirement. In that regard, the repairs are deemed to be available from its original source, which is Oilgear. This requirement is to perform the rebuild of two (2) Oilgear MFS-225 winch motors. These winch motors are used to control movement of the mooring barge and mat boat while the Mat Sinking Unit is laying concrete mat along the bank of the Mississippi River. The contractor will furnish all materials, equipment, supplies, and labor needed to perform all work as required for the rebuild of two (2) Oilgear Winch Motors. A Request for Proposal/Request for Quote WILL NOT be issued based on this notice. This Notice of Intent is not a request for competitive proposals. There is no solicitation document. NO REQUEST FOR PROPOSAL WILL BE ISSUED. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency; however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. All information received within (5) calendar days after date of publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. A vendor must be registered at http://www.sam.gov to be awarded the contract. The NAICS code for this procurement is 333999, with a small business size standard of 500 employees. The anticipated award date of the contract is January 15, 2018. The anticipated contract will be Firm Fixed Price. Phone calls will not be accepted.
