Description
INTRODUCTION The Army Contracting Command, Rock Island, (ACC-RI) on behalf of the Project Manager for Close Combat Systems (PM CCS) is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the M69 Delay Practice Hand Grenade. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. DISCLAIMER This Sources Sought is for informational purposes only. This is not a Request for Proposal (RFP) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not Offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this Sources Sought is strictly voluntary. PROGRAM BACKGROUND The M69 Practice Hand Grenade is the practice version of the M67 Fragmentation Grenade. It is blue in color and has the same weight (minus the fuze) and outside dimensions (minus the fuze) as the M67 Fragmentation Grenade. The M69 Practice Hand Grenade utilizes a steel spherical body containing no explosive filler. There is a vent hole in the base of the grenade body. The M69 Practice Hand Grenade utilizes either a steel sleeve trapped inside the body (between the top and bottom cups) or employs a thicker sidewall of the body to meet the final required weight of the M69 Practice Hand Grenade. The M69 Grenade Body is threaded to accept the M228 Practice Hand Grenade fuze. The M69 Grenade Body is designed to be reused multiple times before replacing it. REQUIRED CAPABILITIES: The Government requires a prospective contractor to have the ability to procure/manufacture the M69 Grenade Body in accordance with a Government TDP, packaging material, perform inspections of various features and packout the assembled M69 Grenade Bodies. A prospective contractor shall have the capabilities to form steel, perform welding on the steel, assemble the grenade parts to encompass a weighted steel sleeve (if used), and paint the end item. The technical description of the M69 Grenade Body is identified as: GRENADE, HAND: PRACTICE, DELAY, M69, NSN: 1330-11-178-8515, DODIC: G811 and Part Number: 9235207. ELIGIBILITY: The applicable NAICS code for this requirement is 332999 with a Small Business Size Standard of 750 employees. SUBMISSION DETAILS: Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating the respondent's ability to provide the M69 Grenade Body. Documentation should be in bullet format. Interested parties shall provide the Government the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, type of ownership for the organization, and business size based on stated North American Industry Classification System (NAICS) code and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Respondents shall also include a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria. If a respondent does not have adequate resources (technical, manufacturing, etc.) available, the respondent must be able to demonstrate his ability to obtain those resources to deliver the M69 grenade body approximately 12 months after award. The interested respondent shall provide a brief explanation of how the M69 Grenade Body will be produced and the equipment that will be used, identify potential manufacturer of the M69 Grenade Body and the country of origin, identify companies technical and manufacturing capability and past performance. The respondent shall also provide the Minimum Procurement Quantity (MPQ) required for production and Rough Order Magnitude (ROM) pricing for an approximate quantity of 10,000 EA. and 130,000 EA. (If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, the above stated information shall be provided for those vendors or subcontractors). No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Larry Schroeder, in either Microsoft Word or Portable Document Format (PDF), via email Lawrence.j.schroeder4.civ@mail.mil no later than 12:00 p.m. (CT) on 16 February 2018 and reference the synopsis number in the subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. All data received in response to this Sources Sought that is marked or designated as proprietary will be protected from any release outside the Government.
