- This is a Sources Sought Notice. This notice does NOT constitute a request for proposal or request for quote. This Sources Sought is a market research tool being utilized to determine if there are a sufficient number of qualified vendors for set-aside prior to issuing a request. In conjunction with Public Law 109-461, the Office of Construction and Facilities Management (CFM) are seeking vendors in the following: Service Disable Veteran Owned Small Business (SDVOSB) Veteran Owned Small Business (VOSB) This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses will be provided by an e-mail response. GENERAL The Department of Veterans Affairs (VA) Office of Construction & Facilities Management (CFM) is seeking technical expertise to update, support, train, and manage the existing SEPS2BIM process in support of VA design projects and ongoing improvements in data management. The SEPS2BIM process supports access and transfer of data (both VA s general facility standard criteria and a specific project s Program for Design, Preliminary Room Contents, and other specific project information) through RESTful Services from SEPS into other electronic tools. SEPS2BIM provides the ability to move and track the data output seamlessly and without mistakes. By using SEPS2BIM VA can be assured that the information provided to and used by industry partners for a design and construction project is correct. SEPS2BIM provides access to data that is aligned with the current standards in SEPS in real time. SEPS2BIM is free to any software or user; Revit, SketchUp, Attainia, Onuma System, and BIMobject are currently configured to use VA standards in this fashion. The purpose of the Statement of Work is to identify the services required by VA/CFM to support project delivery by improving and maintaining the SEPS2BIM process and to identify the experience, expertise, and qualifications of a consultant required to accomplish this work. C. The work to be performed under this contract, as outlined in the Scope of Work, includes but is not limited to the following: Provide ongoing technical support and maintenance for the SEPS2BIM application, including providing new or modifying current software algorithms to align with new technology and VA business processes (including design, construction, leasing, cost estimating, etc.), and providing a server to host the application. Assist software companies, private sector designers, and VA employees in using the process, including training and creating training materials. Evaluating BIM Room Templates created by others doing Design Guide updates, model BIM Room Templates in support of SEPS2BIM when required, migrate existing BIM Room Template files to latest software release. Update, simplify, and provide web hosting for the SEPS2BIM.org website. Create materials and conference presentations to provide advocacy and outreach to industry about SEPS2BIM. D. It is essential in the execution of this contract that the work be coordinated with the development of the leasing business process, the updating of Space Planning Criteria and Room Templates, the development of the database for facility standards, and SEPS database changes. This work will be developed by other Consultants. E. The Consultant shall substantiate the following: The Consultant shall have a minimum of five (5) years of demonstrated skill in in database design and management, writing Apps that use data from RESTful webservices, coding in XML and other computer languages, working with GUIDS, and two (2) years of experience in working with and understanding the configuration of the SEPS database, the 1691 equipment table, Appendix B data, and RESTful services provided by Max.gov within the context of supporting the SEPS2BIM process. Provide descriptions of the work completed and demonstrate knowledge of each of these databases/systems. The Consultant shall have a minimum of five (5) years of experience demonstrating a comprehensive, high level skill in architectural modeling using Revit (including the current release), as well as knowledge of how the software works with SEPS2BIM and its use for managing project data, 2D design production, and exports to other file formats (example: IFC, 3D PDF,.dwg,.dwf,.pdf, etc.). Provide descriptions and examples of work and experience. The Consultant shall have an up-to-date knowledge of cutting edge use of technology and industry trends that can be adapted for Total Facility Lifecycle Management. Demonstrate ability to be innovative and providing technical expertise in achieving new technical advances, such as awards, published articles, etc. The Consultant shall have the ability to provide a server and server management to host web-based software applications that are available for use outside of the contractor s own company. Provide evidence of capability over the past 5 years. The Contractor shall be capable of writing training materials to convey complex, technical subjects in a simple manner so the ideas are easily understood. The Contractor must demonstrate ability to develop graphics for PowerPoint and videos that are focused, clear, exciting, and engaging, and that align and support the message for in-person presentations and YouTube videos. Provide examples of work. The Contractor shall be able to give public presentations to audiences of 100+ attendees in a professional, engaged manner. Provide a list of speaking engagement venues, and feedback from audiences (where available). 2. SCOPE OF WORK The work to be performed under this contract is to maintain and update the SEPS2BIM data exchange process, which includes technical support, assistance and training for users, web server hosting, industry outreach, and advice as needed to coordinate with other on-going data efforts. The work includes, but is not limited to, the following tasks, which will be adjusted in following years to meet new business needs: Represent VA s interests in providing technical expertise and making recommendations to align SEPS2BIM with new business processes (such as leasing, etc.), using additional data available through SEPS and the conversion of VA standards information to a database environment. Coordinate with SPAWAR, Max.gov, VHA, CFM, the Defense Health Agency, and other organizations or companies as required. Evaluate one hundred forty (140) new BIM Room Templates developed by others for use in SEPS2BIM and adjust the SEPS2BIM application accordingly, or advise on changes needed to the BIM Room Templates to work with SEPS2BIM. The number of BIM Room Templates is subject to change yearly. Develop or migrate forty (40) existing Room Templates in BIM using latest version of Revit (all deliverables shall be in file types:.rvt, IFC,.dwg, 2D & 3D PDF), including providing a 2D BIM derived floorplan, elevations, reflected ceilings, and ID callouts according to the Room Template example provided by CFM, showing equipment placement and room technical engineering per CFM layout and Design Guide standards. The number of BIM Room Templates to be developed or migrated is subject to change yearly. Provide a computer server adequate to host the SEPS2BIM application, BIM Room Templates & Equipment, and the SEPS2BIM.org website. Revise and redesign the current SEPS2BIM.org website for a cleaner, easier to use interface. The Consultant shall provide SEPS2BIM training in person to VA Personnel/ and VA Architectural and Engineering Consultants at six (6) locations, which will involve two (2) days of travel, ½ day of training and two (2) nights lodging. For planning purposes the following locations are anticipated sites, subject to modification by CFM as necessary: CFM - 425 I Street, NW Washington, DC CFM Eastern Region Silver Spring, MD CFM Central Region North Chicago area CFM Western Region Mare Island, CA TBD TBD Act as the first point-of-contact and provide as needed assistance during standard business hours (East to West Coasts) for VA staff, VA design consultants working on VA projects, and other software vendors who wish to use SEPS data through RESTful services. Assume 200 hours over the course of one year. Number of hours may be adjusted in subsequent years. Using XML and other open language as needed, modify the SEPS2BIM App when required to support additional uses (such as changing the application to include additional SEPS fields for room technical information or other information needed for design), reflect new developments in technology, or improve the SEPS2BIM process. Update the Revit converter as needed. Create five (5) focused, clear, short 508 compliant YouTube training videos (1 to 7 minutes) explaining how to use SEPS2BIM. Background information will be gathered to understand each target audience workflow. The videos are likely to be created for 1) VA Planners; 2) VA Designers; 3) Private Sector Developers; 4) VA Resident Engineers; 5) AE s doing design for VA; some adjustment of target audiences may occur before production begins. The videos will be made available in VA s Technical Information Library (TIL) and/or the SEPS2BIM.org website. Create materials to provide advocacy and outreach to industry about SEPS2BIM. Present SEPS2BIM process at two national conferences. Cost of conference attendance as a speaker is assumed to be gratis. Participate in a total of five meetings in Washington, DC. For the Kick-off Meeting, develop an Agenda for the meeting, presentation materials, and provide meeting minutes in a follow-up to the Kick-off Meeting. Assume attendance at four additional meetings for SEPS2BIM coordination purposes for new leasing projects or other business changes. The meetings will be one day, with two days of travel and two nights lodging. Provide summary reports of work and data analytics periodically during the year (at a minimum quarterly) and schedules with milestone dates of incremental work efforts when requested by CFM. Assume 100 hours to create summary reports. Technical services to provide additional features and information through SEPS2BIM may be required over the period of this contract. 3. DELIVERABLES AND PERIOD OF PERFORMANCE 1) Deliverables: Provide a schedule for project deliverables to meet Scope of Work. All deliverables shall be submitted to the COR for approval. Provide a summary of BIM Room Template Reviews, BIM Room Template migration, monthly progress reports on work efforts. 2) Schedule: This will be a five year contract with one base year and four optional years, beginning at Date of Award. 4. BASIS OF AWARD The contract will be Lump Sum. 5. TRAVEL All travel, lodging, and M&IE will be reimbursed under the Federal Travel Regulations (FTR) using GSA guidelines. Local travel will be by ground transportation, either private or public. Government rates and tips (no more than 15%) shall apply. No per diem will be allowed for local travel. Non-local travel shall be Economy Class on commercially scheduled flights. 6. INVOICES All invoices shall be sent to Austin, TX as required by VA. 7. PARTIES INVOLVED Contracting Officer: Deborah Faulkner (003C4B) Contracting Manager (COR): TBD Max.gov, Defense Health Agency, various other consultants and entities as required.
