Description
The Department of Veterans Affairs intends to negotiate a sole source firm fixed price construction contract with Patriot Construction, Inc, a Service Disabled Veteran-Owned Small Business to provide testing and reprograming services for fire protection, fire dampers, and heating/hot water for newly installed systems at the Poly Trauma Blind Rehabilitation Center located at the VA Palo Alto Health Care campus. Testing and reprograming services shall be performed at the VAMC Palo Alto, 3801 Miranda Ave., Bldg. 500, Palo Alto, CA 94304. The North American Industry Classification System Code (NAICS) is 238990. The Government believes that Patriot Construction, Inc., the incumbent construction contractor is the only provider that can satisfy the agency requirement. Therefore, the Government intends to proceed with a sole source contract for the required system(s) reprograming and testing services. This procurement is being conducted in accordance with FAR 6.302-1(a)(2)(iii)(A), and 6.302-1(a)(2)(iii)(B) only one responsible source and no other vendor will satisfy the agency requirements. To the best of our knowledge, due to the unique circumstances, Patriot Construction, Inc. the incumbent construction contractor, and only source that can provide the above indicated testing and services without adding substantial duplication of costs that the Government is not expected to be recovered through competition; as well as unacceptable delays in fulfilling the agency s requirement. This is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer on or before the closing date, 1/10/2017, of this special notice. Responses received will be evaluated however, a determination by the Government not to complete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
