Description
Market Survey: Energetic Loading and Demilitarization Equipment Maintenance and Equipment Support for Explosive Loading Areas The U.S. Army, Army Contracting Command- New Jersey on behalf of Armaments Research, Development, and Engineering Center (ARDEC), located at Picatinny Arsenal, NJ is conducting a Market Survey for contractors that can provide specialized maintenance services for all energetic process equipment and associated support equipment for Picatinny Arsenal's Energetic Research & Development (R&D) facilities. Picatinny's energetic R&D loading facilities include specialized and novel energetics processing equipment, controls, and utilities which must meet safety requirements for energetic exposure classification. The contractor must display the ability to meet the following requirements: 1.Have the capability for quick emergency response (48 hours maximum) 2.Provide reliable and timely repair of these energetic processing and related systems. 3.Perform maintenance, installation, and installation support of specialized energetic processing equipment. 4.Be able to procure, provide maintenance, installation, and installation support for related ancillary equipment. 5.Have the capability to replace and/or refurbish the ancillary equipment, supply spare equipment parts and materials, and provide technical support for all industrial plant equipment and associated controls in the R&D areas at Picatinny Arsenal. Some of the manufacturers of the industrial plant equipment, ancillary equipment, and associated controls include, but are not limited to: IPS Custom Automation, Ingersoll Rand, Gruenberg Ovens, Cooling Technologies, Allen Bradley, Seimens, Advantech, Lee Metals, Asepco Valves, Sandvik, Bell and Gossett, Jabsco, Apollo Valves, Warren Control Valve, Hagglunds, Cowls Mixer, Ross Mixer, Sweco, Bowas In order to meet the Army's testing needs in a quick timeframe (less than one month), the contractor must have the capability to provide all labor, manpower, and equipment to perform these services in the energetic operational areas at Picatinny Arsenal, NJ. Capable sources must also have knowledge and experience with the following regulations: Public Occupational Safety and Health Administration (POSHA); Ammunition and Explosives Safety Standards (DA PAM 385-64); ARDEC Safety Regulation (ADREC-R-700-7) and Army Explosive Safety Regulations (AMC-R 385-10). All responsible, interested offerors are encouraged to submit their capabilities/qualification data and any pertinent information via email, NO LATER THAN 9 February 2018 to: Mr. Jonathan Kilgore, Contract Specialist at jonathan.m.kilgore.civ@mail.mil. All information is to be submitted at no cost or obligation to the Government. NO TELEPHONE INQUIRIES WILL BE ACCEPTED. The Government will accept written questions by email to jonathan.m.kilgore.civ@mail.mil. Any information provided will not be returned. This is a sources sought notice only and should not be construed as a Request for Proposal or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. Offerors are directed to NOT submit proposals at this time. All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published and more detailed technical requirements will be provided.
